The Office of Internal Oversight Services, working with EU investigators, produced 32 reports ranging from allegations of fraud in cargo storage to violation of procurement procedures, bribes for employment, and rape. It has not published the findings, but referred them to the UN secretary-general's special representative, who has rejected the findings as historical, according to officials. OIOS has no enforcement power. Mark Turner, United Nations
