Algeria wanted to place blame on Israel to balance the resolution. “[We] are simply not going to accept the watering down of Security Council press statements,” US Ambassador to the UN, John Bolton said. “There’s no question here who conducted the attack or where the orders came from. There’s nothing left to negotiate,” Bolton said. Islamic Jihad claimed responsibility for the attack, which killed five and wounded more than fifty. Its headquarters are located in Syria and therefore the resolution was to call on Damascus to close those offices. However, according to Bolton, Algeria’s UN Ambassador Abdullah Baali didn’t want to implicate Damascus or the Palestinian terror group, Islamic Jihad in the bombing even though they admitted to carrying out the attack and their orders came from Syria. Furthermore, Algeria wanted to add language stating the “disproportionate use of force” by Israel that resulted in the death of a child last week in Jenin. The UN Security Council found itself in a similar position several weeks ago when Hizbullah attacked Israel’s northern border, wounding 12 Israelis and a resolution condemning the terror group took several days to be finalized. At the time, the council also found itself in dispute with Algeria over wording that singled out Hizbullah even though it was clear the terror group supported by Syria and funded by Iran was at fault.
