Unofficial transcript October 8, 2012 YEMEN: In the name of God, the Merciful, sir, may I congratulate you most warmly on your election to the chair of the Sixth Committee and our congratulations also go to bureau members. We have every confidence in your talents and abilities successfully to carry out the work of this Committee. Sir, my delegation, firstly, would like to endorse the statement made on behalf of the Islamic Conference and the Non-Aligned Movement. The Republic of Yemen reasserts its position of principle rejecting terrorism in all its aspects regardless of its pretext or aims. No link whatsoever must ever be established between terrorism and any religion, culture, nationality. This is a criminal evil which must be countered firmly and forcibly. My country believes it is necessary to complete the draft of global convention on counterterrorism in order to arrive at a clear definition of terrorism, distinguishing it from legitimate resistance which is a right of people in resisting aggression in accordance with the UN Charter. The Republic of Yemen is aware of the complementary nature of international and national efforts to combat terrorism. My country has ratified the majority of international counterterrorism instruments. Our law #9 was promulgated in 2012 allowing the government of Yemen to accede to the international convention against nuclear terrorism in 2005. Several local measures have been adopted in my country and we are playing an active part in the international community's struggle against terrorism. I would mention the following here: the cabinet [?] [01:55:08] in September last adopted a matrix of the Global Counterterrorism Strategy in order to combat terrorism and do away with the sources of extremism and its funding throughout the country. We are working on making people aware of the dangers of extremism and terrorism. The responsibility for the implementation of this strategy falls on the government and the various parties as well as on civil society organizations. There is a comprehensive media coverage on the dangers of terrorism to society both in Yemen and also nationally and internationally. We have also passed a law against money laundering and funding of terrorism, making such acts or any aiding and abetting therein criminal. The criminal code and criminal procedure code have been amended to define as criminal participation in any terrorist acts, including incitement, thereto. Bilateral agreements have been entered into with Brother states encouraging an exchange of intelligence and skills to combat such crimes. A bill on counterterrorism is at present before parliament in order to deal with constitutional aspects. This takes into account human rights in various aspects in combating terrorism. We are working on promoting tolerance and moderation throughout society by means of consciousness raising activities. Sir, the Republic of Yemen is continuing its struggle against terrorism. We are placing particular emphasis on combatting Al-Qaeda terrorism, armed forces and popular movements have been able to counter this and Abyan and Abida government [?] [01:57:25] and Al-Qaeda has been much weakened today. Yemen has been able to achieve its goals in fighting Al-Qaeda and its plans, despite problems of sources and a fragile international support here. Sir, when our representative spoke before the General Assembly this session, he reaffirmed the continued and commitment of the Republic of Yemen, principled commitment to deal with the causes of terrorism, eradicating its sources of funding be they internal, external. Here we call on our international partners to combat terrorism and to support programs for the rehabilitation of radicals and to lend support to development projects in the poorest regions. Because these are a fertile breeding ground for terrorists and extremists, we call on the international community to provide logistical and technical support to security forces and in the combat against terrorism to permit cooperation and the exchange of information.
