Unofficial transcript Agenda item 37 “Question of Palestine”, November 29, 2012 CHINA: Madam Chair, China thanks the permanent representative of the Sudan for his introduction of the draft resolution on Palestine's observer status in the UN. China cosponsored this draft resolution. China welcomes the presence of President Abbas at today's meeting and his important statement. The GA resolution that was just adopted accorded observer status to Palestine in the UN. This fully demonstrates the broad support of the international community for the just cause of the Palestinian people in restoring their legitimate national rights. This is further international recognition of the state of Palestine. This is another positive progress of Palestine on its road of independent statehood. This is the result of long-term efforts on the part of Palestine and other Arab countries with the support of the international community. China expresses its warm congratulations to the people of Palestine. China has all along resolutely supported the just cause of the Palestinian people in restoring its legitimate national rights. Gaining independent statehood is the legitimate right of the Palestinian people. It is the basis and prerequisite for the realization of the two-state solution with the two countries living peacefully side by side. China supports the establishment of an independent state of Palestine with full sovereignty with East Jerusalem as its capital, on the basis of the 1967 border. China is one of the earliest countries that have supported the national resistance movement of Palestine and recognized PLO and the state of Palestine. As early as in 1988, China announced its recognition of the state of Palestine and established diplomatic relations with Palestine. China supports the Palestinian membership in the UN and other international organizations and expresses its understanding and respect of and support to the request of Palestine to become an observer state in the UN. The Palestine issue has always been at the core of the Middle East issue. Only when the Palestinian issue is appropriately resolved can lasting peace and stability in the Middle East be realized. China expresses its deep concern over the protracted stalemate of the peace talks between the two parties. China hopes that all relevant parties resolve disputes through political negotiation on the basis of relevant UN resolutions, land for peace principle, Arab peace initiatives and the roadmap for peace in the Middle East, so as to establish an independent state of Palestine with Palestine and Israel living peacefully side by side. Given the present situation, a relaunch of the peace talks between Palestine and Israel is all the more important and urgent. The international community should adopt more proactive and constructive attitude in pressing for peace talks and pushing both parties, in particular Israel as the stronger party, to adopt the effective measures to remove obstacles for peace talks, reestablish mutual trust, so as to resume negotiation at an early date and make substantive progress. China will continue to play its active and constructive role in pushing for a comprehensive and just settlement of the Palestinian issue. Thank you, Madam Chair.
