Unofficial transcript Agenda item 37 “Question of Palestine”, November 29, 2012 BELGIUM: [NO TRANSLATION PROVIDED FOR BEGINNING OF REMARKS] Belgium believes that the true progress will be achieved when Palestinians will be able to enjoy on the ground a future state with institutions with officials and with the infrastructure which is necessary for it to operate smoothly. Belgium fully agrees with the objective which is sought by this resolution, mainly a two-state solution, two states living side by side in peace and security with a future state of Palestine which is democratic, viable and durable. The two-state solution is, in fact, the only possible one to the Israeli/Palestinian conflict and all our efforts should be directed toward this end. For Belgium, the resolution adopted today by the General Assembly is not yet recognition of a state in the full sense of the term. The establishment of a full state will have to be the result of negotiations between Israelis and Palestinians. In our view, there is no alternative to negotiations, as difficult as they may be. Priority must be placed on a swift resumption of peace talks. In this context, both Israel and the Palestinian Authority must refrain from any unilateral act which would undermine the credibility of the peace process. With our European partners, Belgium would like to launch an appeal to all of the parties, to all of the actors involved to work without delay on a resolution to the conflict. We are determined to cooperate actively with the United States on an initiative setting the parameters for the negotiating process and offering enough guarantees and incentives to each of the parties. Today's vote indicates very clearly that the peace process must move faster. A swift and unconditional resumption of negotiations is necessary. What we have to do at all costs is bring together Israeli and Palestinian negotiators around the same table. Thank you very much, Mr. President.
