ABDULLATIF SALLAM (SAUDI ARABIA): ...Mr. President. In the name of Allah the Merciful and Compassionate. The report of the Committee on the Exercise of Inalienable Rights of the Palestinian People confirms through reports of inhuman activities by the Israeli occupying power against the Palestinian people and the tragic situation in which the Palestinians live, insulated within their own territory, suffering all types of forms of oppression, including assassinations. After 38 years, the Israeli occupation still bears down on the Palestinian people. They suffer the continuous deterioration in their standards of living and in the security, economic and social situation in which they live because of these Israeli practices in violation of international law and custom and humanitarian law. Despite all the international efforts deployed by the Quartet, which led to the road map as a means to settle the conflict by giving a timetable for the granting to the Palestinian people of their legitimate rights, still Israel obdurately refuses to yield and continues to reject one initiative after the other. It has refused to resume negotiation. It has continued to erect obstacles. It has continued to create new realities on the ground in order to prevent the resumption of negotiations out of a great indifference to the continuing cycle of violence and instability in the region. The policies adopted by the Israeli government, its arbitrary actions do not allow the Palestinian people to enjoy a sense of security. Quite on the contrary, these policies create more violence, more suffering for the victims and threaten stability in the region while dissipating any hope for peace. Security cannot be achieved by confiscating land by denying rights, by murdering neighbors, by demolishing homes, by taking away fields, by destroying crops, by making people hungry and preventing them from making a living. Security cannot be achieved by arrogantly announcing lists of Palestinian activists whom the Israeli government intends to assassinate, nor can it be[inaudible] the hundreds of decisions of the United Nations concerning Israeli practices and activities and its flouting of the fourth Geneva Convention and its contempt for international resolutions on Jerusalem and its non-recognition of resolutions on the deportation of civilians and the protection of the Palestinian people. Mr. President, it is only through respect for the resolutions and international legality that one can find a path toward a settlement of international disputes. This is the only way of reducing tension and it is only through respect for international resolutions that we can hope to prevent the up-welling of a sense of frustration and despair from a sense of injustice and the experience of aggression. We must work together in order to find a comprehensive, just solution to the Arab-Israeli conflict. We must therefore mobilize all our efforts in order to lend renewed impetus to the peace process in the Middle East. It has been stagnant for so long as a result of the double standards and selectivity that we see. Saudi Arabia confirms its support for the struggle of the Palestinian people so that it may recover its legitimate rights and we call upon Israel to respect its commitments and abide by the resolutions 242, 338 and all the other international resolutions pertaining to the Palestinian issue and the principle of land for peace, as well as all Arab peace initiatives, all bilateral agreements and we call upon Israel to stop tormenting the Palestinian people as a matter of policy, to stop building the separation wall and to release Palestinian detainees. Saudi Arabia feels that Israel's pullout from Gaza is a first step that should be followed by further steps in conformity with UN resolutions in order to pave the way for a creation of an independent Palestinian state on its own territory with East Jerusalem as its capital. We call for the resumption of the peace process so that Israel can withdraw from the occupied Arab Golan -- Syrian Golan back to the 1967 borders and also so it can withdraw from other occupied Arab territories in southern Lebanon so that we can achieve a negotiated comprehensive solution for lasting, just and comprehensive peace in the area, and this can lead to a Middle East that is free of weapons of mass destruction.
