The f e a r s e x p r e s s e d i n G e n e r a l Assembly r e s o l u t i o n 3 5 / l 2 2 about I s r a e l ' s i n t e n t i o n s w i t h r e g a r d t o t h e S y r i a n Golan H e i g h t s vrere m e r e l y a l o g i c a l d e d u c t i o n from I s r a e l ' s p r e v i o u s b e h a v i o r and had r a p i d l y proved j u s t i f i e d . By a n n e x i n g the Golan H e i g h t s , I s r a e l vras c o n t i n u i n g i t s d e f i a n c e of i n t e r n a t i o n a l law and s p e e d i n g up a p r o c e s s whose consequences vrere u n p r e d i c t a b l e . 2. The e x p l o s i v e s i t u a t i o n i n the M i d d l e E a s t vras becoming an i n c r e a s i n g t h r e a t to i n t e r n a t i o n a l peace and s e c u r i t y . Such was t h e c o n c l u s i o n of the t h i r t e e n t h r e p o r t (A /36/579) o f the S p e c i a l Committee t o I n v e s t i g a t e I s r a e l i P r a c t i c e s - M f f e c t i n g t h e Human R i g h t s of t h e P o p u l a t i o n of t h e Occupied T e r r i t o r i e s , vrhich amply docxmented I s r a e l ' s p o l i c y o f J u d a i z a t i o n and c o l o n i z a t i o n as a p r e l u d e t o a n n e x a t i o n and s i m p l e . I n t h e i r p u b l i c s t a t e m e n t s , I s r a . e l i l e a d e r s made no s e c r e t of t h e i r i n t e n t i o n of p u r s u i n g t h e i r p o l i c y of a g g r e s s i o n towards n e i g h b o u r i n g A r a b c o u n t r i e s and a b s o l u t e n e g a t i o n of the r i g h t s of the P a l e s t i n i a n people t o s e l f - d e t e r m i n a t i o n . That s i t u a t i o n had now l a s t e d f o r o v e r 30 y e a r s . The i n t e r n a t i o n a l community had b o t h the r i g h t and the d u t y t o go beyond the s t a g e of v e r b a l condemnation and t a k e a l l a p p r o p r i a t e s t e p s t o put an end t o t h e v i c i o u s c i r c l e of v i o l e n c e , a g g r e s s i o n and d e n i a l of t h e r i g h t s of i n d i v i d u a l s a n d - p e o p l e s , imy e f f o r t i n t h a t d i r e c t i o n must d e a l w i t h the r o o t of tho c o n f l i c t i n the M i d d l e E a s t - the r i g h t of t h e P a l e s t i n i a n p e o p l e t o l i v e f r e e l y i n an independent s o v e r e i g n S t a t e . 3. On the i s s u e of s e l f - d e t e r m i n a t i o n , s o u t h e r n A f r i c a was f a r i n g no b e t t e r . An o u t d a t e d coloriialis.tn and t h a t most o d i o u s f o r m of r a c i s m , a p a r t h e i d , s t i l l f l o u r i s h e d . The government i n P r e t o r i a vras r e i n f o r c i n g i t s r a c i s t l e g i s l a t i o n and a t t e m p t i n g t o e x t e n d a p a r t h e i d t o N a m i b i a , v-rhich i t s t i l l o c c u p i e d i l l e g a l l y . The p r o p o s a l s f o r a s e t t l e m e n t of t h e Namibian i s s u e under U n i t e d N a t i o n s a u s p i c e s had l o s t momentxim owing t o t h e d e l a y i n g t a c t i c s of t h e Government i n P r e t o r i a , w h i c h t h u s c l e a r l y revealed i t s true intentions, 4. There w a s n o doubt t h a t the oppressed p e o p l e s would r e g a i n t h e i r l i b e r t y and d i g n i t y i n t h e end; meanwhile, t h e r o l e of t h e U n i t e d N a t i o n s t h r o u g h a l l i t s organs r e m a i n e d . i n d i a p e n s a b l e . .He was .co,nfident t h a t , w i t h a wide -consensus, the Commission would adopt a p p r o p r i a t e measures t o u p h o l d law and j u s t i c e , but however d e c i s i v e thé c o n t r i b u t i o n of the U n i t e d N a t i o n s might be, a l l men of g o o d v i i l l must a c t i v e l y support t h e cause of l i b e r a t i o n u n t i l t h o s e i d e a l s t r i u m p h e d throughout t h e w o r l d . 5. Mr. AL-QASIM ( i n t e r n a t i o n a l . O r g a n i z a t i o n f o r t h e - E l i m i n a i i o n :of a l l Forms of R a c i a l D i s c r i m i n a t i o n ) s a i d that h i s o r g a n i z a t i o n ' s founding d e c l a r a t i o n accepted the d e f i n i t i o n of r a c i a l d i s c r i m i n a t i o n . c o n t a i n e d i n a r t i c l e 1 of t h e I n t e r n a t i o n a l C o n v e n t i o n on t h e E l i m i n a t i o n of A l l Forms of R a c i a l D i s c r i m i n a t i o n and a s s e r t e d t h a t t r i u m p h over a p a r t i c u l a r r a c i s t system was a t r i u m p h not m e r e l y f o r i t s v i c t i m s E/CN.4/1982/SR,7 page 5 but f o r a l l mankind, because whatever d i m i n i s h e d some d i m i n i s h e d a l l . However, i t had n a t u r a l l y p a i d s p e c i a l a t t e n t i o n t o t h e i d e o l o g i e s o f a p a r t h e i d and Z i o n i s m f o r t h r e e r e a s o n s ! t h e r e was almost unanimous agreement i n t h o U n i t e d N a t i o n s about themi t h e y c o n s t i t u t e d a s e r i o u s t h r e a t t o w o r l d peace and s e c u r i t y ; and t h e y i n v o l v e d a d e n i a l o f t h e b a s i c r i g h t s o f t h e i r v i c t i m s t o t h e extent o f p o t e n t i a l g e n o c i d e . 6. The r a c i s t régimes i n I s r a e l sxid South África had a c h i e v e d n o t h i n g b u t bloodshed and i n s e c u r i t y , even f o r t h e i r own c i t i z e n s . However, I s r a e l s t i l l p e r s i s t e d i n i t s r a c i s t , p o l i c y a g a i n s t t h e P a l e s t i n i a n p e o p l e . One o f t h e f r u i t s of t h e Camp D a v i d a c c o r d s had been t h e p r o m u l g a t i o n o f l e g i s l a t i o n e n t i t l e d "Law o f Land A c q u i s i t i o n i n t h e Negev; Peace Agreement w i t h E g y p t , 1 9 8 O " whereby Bedouins c o u l d be e v i c t e d w i t h o u t r e c o u r s e t o l e g a l a p p e a l . Such l e g i s l a t i o n , which was sinrely u n t h i n k a b l e under sjnj c i v i l i z e d l e g a l system, was r e n d e r e d p a r t i c u l a r l y i r o n i c by t h e f a c t t h a t i n I 9 8 O I s r a e l had d e c i d e d t o accede t o t h e I n t e r n a t i o n a l C o n v e n t i o n on t h e E l i m i n a t i o n o f A l l Forms o f R a c i a l D i s c r i m i n a t i o n , under w h i c h i t undertook t o r e s c i n d any m u n i c i p a l laws w h i c h promoted r a c i a l d i s c r i m i n a t i o n . However, i t was perhaps more s i u r p r i s i n g t h a t I s r a e l had enacted any l e g i s l a t i o n at a l l s as a r u l e i n such m a t t e r s as e x p r o p r i a t i o n i t a c t e d t h r o u g h t h e m i l i t a r y so as t o deny any p o s s i b i l i t y o f j u d i c i a l r e v i e w . 7. Some people s t i l l b e l i e v e d t h a t t o r t u r e d i d n o t c o n s t i t u t e p a r t o f t h e I s r a e l i system on t h e grounds t h a t no r e g u l a t i o n a u t h o r i z e d i t , I s r a e l h a v i n g i n t h e o r y adopted t h e U n i t e d N a t i o n s S t a n d a r d R u l e s f o r t h e Treatment o f P r i s o n e r s . However, t h a t was m e r e l y a d e v i c e t o g i v e a r a c i s t régime t h e a.ppearance o f l e g a l i t y . I t was i m p o s s i b l e t o implement r a c i s t p o l i c i e s w i t h o u t r e s o r t t o r e p r e s s i o n , s i n c e t h e y n a t u r a l l y produced r e s i s t a n c e on t h e p a r t o f t h e v i c t i m s and a v i c i o u s c i r c l e ensued. 8. A n o t h e r i l l u s t r a t i o n o f t h e r a c i s t i d e o l o g y o f I s r a e l was t h e attempt t o c r e a t e an e x c l u s i v e J e w i s h S t a t e by g e t t i n g r i d o f t h e i n d i g e n o u s P a l e s t i n i a n s . Those who had been e v i c t e d i n 1 9 4 8 were d e n i e d t h e r i g h t o f r e t i r r n t o t h e i r c o u n t r y , i n b r e a c h of a r t i c l e 15 o f t h e U n i v e r s a l D e c l a r a t i o n o f Human R i g h t s , and w i t h i n I s r a e l t h e I s r a e l i a u t h o r i t i e s were c r e a t i n g c o n d i t i o n s -rhich f o r c e d Arabs t o l e a v e by d e p r i v i n g them o f t h e i r means o f l i v e l i h o o d . - I s r a e l a l s o endeavoured t o keep i t s Arab p o p u l a t i o n backward by d i s c r i m i n a t i n g a^gainst them i n t h e p r o v i s i o n o f education at a l l l e v e l s . 9. F u r t h e r m o r e , r a c i s t régimes by t h e i r n a t u r e c o u l d not l i v e i n peace w i t h t h e i r neighbo-urs, whom t h e y r e g a r d e d as p o t e n t i a l a d v e r s a r i e s . I n t h e case of I s r a e l , t h e a n n e x a t i o n o f t h e G o l a n H e i g h t s and t h e a t t a c k on t h e I r a q i n u c l e a r r e a c t o r were the l o g i c a l consequences of i t s r a c i s t p o l i c y . 10. A t t h e Nuremburg t r i a l s , N a z i crimina,ls had been r i g h t l y c o n v i c t e d o f r a c i s t crimes a g a i n s t t h e Jews. I t was s a d d e n i n g t h a t Z i o n i s t s were c u r r e n t l y c o m m i t t i n g s i m i l a r c r i m e s , and t h a t f a c t was d e p l o r e d by t h e many Jews who r e f u s e d t o a s s o c i a t e themselves w i t h z i o n i s m f o r t h e sake o f Jews, P a l e s t i n i a n s and t h e w o r l d a t l a r g e . GU Y j j i e (Ghina) s a i d t h a t t h e documents b e f o r e t h e Committee and t h e i n t r o d u c t o r y statement b y t h e D i r e c t o r o f t h e D i v i s i o n o f Human R i g h t s r e v e a l e d the indisputab-l-e-'facts c o n c e r n i n g t h e I s r a e l i a u t h o r i t i e s ' g r o s s v i o l a t i o n s o f t h e human r i g h t s o f P a l e s t i n i a n and o t h e r Arab i n h a b i t a n t s o f t h e o c c u p i e d t e r r i t o r i e s , i n l a r g e t r a c t s o f which t h e I s r a e l i s had been i l l e g a l l y p r e s e n t s i n c e 1948F o r 54 y e a r s t h e P a l e s t i n i a n p e o p l e had been d e p r i v e d o f i t s homeland and t h e r i g h t t o s e l f - d e t e r m i n a t i o n ; i t s b a s i c r i g h t s had s u f f e r e d as a r e s u l t o f t h e I s r a e l i a u t h o r i t i e s ' b a r b a r o u s p o l i c i e s aimed a t p e r p e t u a t i n g t h e i r o c c u p a t i o n . o f . the Arab t e r r i t o r i e s . J e w i s h s e t t l e m e n t t h e r e had been stepped up; l a n d ^ r a s c o n f i s c a t e d , water r e s o u r c e s c o n t r o l l e d and m i l i t a r y i n s t a l l a t i o n s r e i n f o r c e d . I s r a e l had annexed J e r u s a l e m , had i n t e n s i f i e d m i l i t a i y r a i d s on P a l e s t i n i a n refugee communities- and n e i g h b o u r i n g Arab S t a t e s , and had now d e c i d e d t o impose i t s lav/s i n the G o l a n - H e i g h t s - a measure vihich t h e Chinese Government deemed i l l e g a l and one which a g a i n exposed I s i - a e l as t h e cause o f b r e a c h e s o f peace i n t h e M i d d l e E a s t . I s r a e l ' s a u d a c i t y i n thus v i o l a t i n g t h e norms o f i n t e m a t i o n a i l a w and fundamental human r i g h t s stemmed from i t s m a j o r r o l e i n U n i t e d S t a t e s M i d d l e E a s t s t r a t e g y . A l l such attempts t o change t h e l e g a l s t a t u s , g e o g r a p h i c a l n a t u r e and demographic c o m p o s i t i o n o f t h e o c c u p i e d t e r : i t o r i e s were i l l e g a l , and vrere opposed b y t h e i n t e m a t i o n a i community. 12. The P a l e s t i n i a n p e o p l e , l e d b y t h e P a l e s t i n e L i b e r a t i o n O r g a n i z a t i o n (PLO), i t s s o l e l e g i t i m a t e r e p r e s e n t a t i v e , c o n t i n u e d undaunted i n t h e s t r u g g l e t o r e s t o r e , its national rights. That s t r u g g l e had vron i n c r e a s i n g l y v/idespread support and sympathy, and vras r e f l e c t e d i n G e n e r a l Assembly and S e c u r i t y C o u n c i l r e s o l u t i o n s , vrhich i n t e r a l i a demanded t h e immediate, t m c o n d i t i o n a l and t o t a l vrithdrav/al o f I s r a e l from a l l o c c u p i e d t e r r i t o r i e s . S i m i l a r c a l l s had been made a t t h e Summit Conference and F o r e i g n M i n i s t e r s ' Conference o f N o n - A l i g n e d C o u n t r i e s and a t m e e t i n g s o f t h e I s l a m i c c o u n t r i e s ; and r e s o l u t i o n s had been adopted b y t h e Commission and t h e Economic and S o c i a l C o u n c i l s t r o n g l y o p p o s i n g I s r a e l ' s grave v i o l a t i o n o f t h e P a l e s t i n i a n people's r i g h t s . 15. The Chinese Government and p e o p l e would c o n t i n u e r e s o l u t e l y t o s u p p o r t t h e P a l e s t i n i a n and o t h e r Arab p e o p l e s i n t h e i r j u s t s t r u g g l e t o r e c o v e r t h e i r t e r r i t o r i e s ; t h e y s t r o n g l y condemned I s r a e l f o r i t s c r i m e s o f a g g r e s s i o n and e x p a n s i o n and f o r v i o l a t i n g t h e huraan r i g h t s o f t h e Arab i n h a b i t a n t s o f t h e o c c u p i e d territories. I t v/as t o be hoped t h a t t h e Commission, a t i t s c u r r e n t s e s s i o n , would, talie f u r t h e r e f f e c t i v e measures aimed a t r e s t o r i n g t o t h e P a l e s t i n i a n p e o p l e t h e i r . human r i g h t s and freedoms, i n c l u d i n g t h e r i g h t t o s e l f - d e t e r m i n a t i o n . 14. Mr. VO ( o b s e r v e r f o r V i e t Nam) s a i d t h a t t h e q u e s t i o n o f r e s p e c t f o r t h e i n a l i e n a b l e r i g h t s o f t h e peoiole o f P a l e s t i n e had been and c o n t i n u e d t o be a problem f o r t h e c o n s c i e n c e o f a l l p r o g r e s s i v e maiilcind; i t v/as n o t m e r e l y a m a t t e r o f r e s t o r i n g the.fundamental r i g h t s o f a p e o p l e f o r c e d b y Z i o n i s t e x p a n s i o n i s m t o l e a v e i t s c o u n t r y b u t o f l i q u i d a t i n g t h e f a c t o r s which c o n t i n u e d t o raaice t h a t r e g i o n one o f t h e w o r l d ' s most s e n s i t i v e a r e a s . P o u r v/ars had broken o u t t h e r e w i t h i n t h e space o f t h r e e decades and t h e i r consequences c o n t i n u e d t o be f a r from resolved. The s o l u t i o n s t o t h e M i d d l e E a s t problem, o f v/hich t h e k e m a l was t h e question o f P a l e s t i n e , i n v o l v e d not only'the d e s t i n y o f the peoples o f that r e g i o n but a l s o t h e maintenance o f i n t e r n a t i o n a l peace and s e c u r i t y . P a r t i c u l a r l y d e p l o r a b l e was the f a c t t h a t o v e r t h e p a s t few y e a r s t h e a c t s committed b y T e l A v i v , such as t h e a n n e x a t i o n o f J e r u s a l e m - an i n t e g r a l p a r t o f t h e h o l y t e r r i t o r y o f t h e Arab n a t i o n , t h e e s t a b l i s h m e n t o f nev; s e t t l e m e n t s , t h e expansion o f e x i s t i n g s e t t l e m e n t s i n t h e o c c u p i e d Arab t e r r i t o r i e s and e x c a v a t i o n s t h r e a t e n i n g I s l a m i c b u i l d i n g s were c l e a r l y p a r t o f a d e l i b e r a t e p l a n o f p r o v o c a t i o n . F u r t h e r m o r e , t h e a c t s o f a g g r e s s i o n a g a i n s t t h e p e o p l e o f P a l e s t i n e and r e p e a t e d a t t a c k s a g a i n s t c i v i l i a n t a r g e t s i n I r a q , S y r i a and Lebanon i n d i c a t e d a S t a t e p o l i c y o f f r a g r a n t international terrorism. 16. C a r i n g naught f o r a l l t h e r e s o l u t i o n s o f t h e U n i t e d N a t i o n s and t h e unanimous condemnation o f w o r l d p u b l i c o p i n i o n , I s r a e l had b l a t a n t l y i n t e n s i f i e d i t s w a r l i k e a c t i v i t i e s a g a i n s t t h e p e o p l e s o f P a l e s t i n e and t h e o t h e r Arab c o u n t r i e s . 17. Q u i t e c l e a r l y , I s r a e l would be u n a b l e t o p e r s i s t i n i t s a r r o g a n t b e h a v i o u r without support and encouragement from t h e U n i t e d S t a t e s a u t h o r i t i e s . Successive U n i t e d S t a t e s Governments had, i n b o t h word and deed, v / i t h i n and o u t s i d e t h e U n i t e d N a t i o n s , c o n t i n u e d t o s h o w t h e i r d e t e r m i n a t i o n t o support a t a l l c o s t s t h e p o l i c y o f expansion and a g g r e s s i o n pursued b y t h e I s r a e l i Z i o n i s t s . That p o l i c y had r e c e i v e d f u r t h e r impetus under t h e new U n i t e d S t a t e s a d m i n i s t r a t i o n . 18. A f t e r h a v i n g p r o c l a i m e d t h e Washington-Tel A v i v s t r a t e g i c a l l i a n c e , t h e U n i t e d S t a t e s was i n t e n s i f y i n g i t s a i d t o I s r a e l , a i d which wa.s aimed a t t r a n s f o r m i n g t h a t c o u n t r y i n t o an advance U n i t e d S t a t e s base i n t h e M i d d l e E a s t and i m p o s i n g U n i t e d S t a t e s p o l i t i c a l , economic and m i l i t a r y domination o v e r a l l the p e o p l e s o f t h e r e g i o n . Recent developments i n t h a t p a r t o f t h e w o r l d showed t h a t Washington was p e r s i s t i n g i n i t s r e f u s a l t o abandon t h e Gamp D a v i d p a t h , i . e . s e p a r a t e agreements a t t h e expense o f t h e i n t e r e s t s o f t h e P a l e s t i n i a n and Arab p e o p l e s . To open t h e v/ay t o a j u s t and l a s t i n g s o l u t i o n t o t h e problem o f the M i d d l e E a s t , i t was e s s e n t i a l , f i r s t o f a l l , t h a t t h e U n i t e d S t a t e s s h o u l d abandon i t s p o l i c y o f i n t e r v e n t i o n and a g g r e s s i o n a g a i n s t t h e p e o p l e s and c o u n t r i e s o f t h e r e g i o n , and cease s u p p o r t i n g t h e e x p a n s i o n i s t d e s i g n s o f t h e I s r a e l i Zionists. 19. I t was t h e u r g e n t duty o f t h e i n t e r n a t i o n a l community t o talce s p e c i f i c measures w h i c h would o b l i g e I s r a e l t o conform t o t h e numerous U n i t e d N a t i o n s r e s o l u t i o n s c o n c e r n i n g a j u s t s o l u t i o n t o t h e q u e s t i o n o f P a l e s t i n e . The people o f V i e t Nam had always supported t h e P a l e s t i n i a n s i n t h e i r j u s t cause o f n a t i o n a l l i b e r a t i o n . The v i s i t o f Y a s i r A r a f a t t o V i e t Nam i n October 1981 was a f u r t h e r v i v i d d e m o n s t r a t i o n o f t h e growing t i e s o f f r i e n d s h i p and s o l i d a r i t y between t h e two p e o p l e s . I n t h a t c o n n e c t i o n , t h e j o i n t VietnameseP a l e s t i n i a n communiqué i s s u e d on t h e o c c a s i o n o f t h a t v i s i t had r e a f f i r m e d t h a t t h e E/C1Í.4/1982/SR.7 page p e o p l e and Government o f V i e t Nam f i r m l y s u p p o r t e d the p e o p l e o f P a l e s t i n e , -under the l e a d e r s h i p o f t h e PLO, i n i t s s t r u g g l e t o r e g a i n i t s f u n d a m e n t a l - n a t i o n a l rights, i n c l u d i n g t h e r i g h t t o r e t u r n t o i t s homeland, t h e r i g h t t o s e l f - d e t e r m i n a t i o n and the r i g h t t o e s t a b l i s h on i t s s o i l an independent and s o v e r e i g n P a l e s t i n i a n S t a t e , v/ith J e r u s a l e m as c a p i t a l . I n the communiqué, the Vietnamese a u t h o r i t i e s had s t r o n g l y condemned t h e Camp D a v i d a c c o r d s and t h e s e p a r a t e E g y ^ i t i a n - I s r a e l i t r e a t y , which i t r e g a r d e d as a b e t r a y a l o f t h e cause o f the p e o p l e o f P a l e s t i n e and t h e e n t i r e Arab n a t i o n . 21. On 14 December 1981> t h e i n t e r n a t i o n a l community had once a g a i n been c o n f r o n t e d l i i t h a f l a g r a n t v i o l a t i o n o f t h e p r i n c i p l e s o f the C h a r t e r o f t h e U n i t e d N a t i o n s b y the I s r a e l i Government, v;hich had d e c i d e d t o impose i t s laws on t h e S y r i a n Golan Heights. That a c t c o n s t i t u t e d a, g-ross v i o l a t i o n o f t h e s o v e r e i g n t y and t e r r i t o r i a l i n t e g r i t y o f the S y r i a n Arab R e p u b l i c , and t r a m p l e d u n d e r f o o t a l l norms o f · i n t e m a t i o n a i 1-/ and m o r a l i t y , i n p a r t i c u l a r t h e p r i n c i p l e o f t h e i n a d m i s s i b i l i t y of a c q u i r i n g t e r r i t o r y by f o r c e . 22. The s u c c e s s i v e a c t s c a r r i e d out i n t h e Golan a r e a , i n c l u d i n g the e s t a b l i s h m e n t , of s e t t l e m e n t s , ' c o n f i s c a t i o n o f l a n d , i n t e n s i f i c a t i o n o f r e p r e s s i o n and i m p o s i t i o n of I s r a e l i c i t i z e n s h i p on S y r i a n n a t i o n a l s , demonstrated c l e a r l y I s r a e l ' s d e s i r e f o r e x p a n s i o n and a n n e x a t i o n , which i n t h e l o n g term aimed a t a s o - c a l l e d G r e a t e r I s r a e l e x t e n d i n g from t h e N i l e t o t h e E u p h r a t e s . 25. I t was no s e c r e t t h a t t h e a c t o f a n n e x a t i o n committed a g a i n s t S y r i a would have been i m p o s s i b l e v/ithout t h e -íed encouragement o f the U n i t e d S t a t e s , vrhich bore a heavy r e s p o n s i b i l i t y tovrards the Arab p e o p l e s and t h e v/hole vrorld f o r i t s c o m p l i c i t y and p r o t e c t i o n so g e n e r o u s l y g r a n t e d t o t h e I s r a e l i a g g r e s s o r s . ' 24. A s t h e a n n e x a t i o n o f t h e Golan H e i g h t s vras an a c t o f f l a g r a n t a g g r e s s i o n , a p p r o p r i a t e s a n c t i o n s should be talcen a g a i n s t t h e p e r p e t r a t o r s o f t h a t a c t . The S e c u r i t y C o u n c i l s h o u l d talce as a, m.atter o f urgency -fche measures p r o v i d e d f o r under C h a p t e r V I I o f t h e C h a r t e r i n o r d e r t o respond t o the l e g i t i m a t e r e q u e s t o f t h e Government o f t h e S y r i a n Arab R e p u b l i c . I t vras, however, d e e p l y r e g r e t t a b l e t h a t once a g a i n t h e S e c u r i t y C o u n c i l had been u n a b l e t o c a r r y out i t s r e s p o n s i b i l i t i e s because o f t h e U n i t e d S t a t e s v e t o . I n s p i t e o f the s o - c a l l e d peace f o r c e s i n S i n a i and the autonomy t a l k s , I s r a e l was c o n t i n u i n g t o pursue i t s a g g r e s s i v e p l a n s and i t s c o l o n i z a t i o n o f P a l e s t i n e w i t h the encouragement o f the U n i t e d S t a t e s , i t s p a r t n e r i n a s t r a t e g i c a l l i a n c e .
