There had been profound changer i n t h e w o r l d s i n c e t h e f o u n d i n g o f t h e U n i t e d N a t i o n s and now n e a r l y two t h i r d s o f t h e Members o f t h e U n i t e d N a t i o n s were former c o l o n i a l o r dependent c o u n t r i e s . Freedom had n o t been g i v e n t o thoisé p e o p l e s from above but had been won by them i n t h e i r brave n a t i o n a l l i b e r a t i o n s t r u g g l e s . The v i c t o r y o f t h e j u s t cause o f oppressed p e o p l e s was a l s o t o a l a r g e e x t e n t due t o t h e c o n s t a n t s o l i d a r i t y and s u p p o r t o f t h e s o c i a l i s t c o u n t r i e s . Not a l l c o u n t r i e s , however, had been a b l e t o f r e e themselves from o p p r e s s i o n and a c h i e v e s e l f - d e t e r m i n a t i o n . The p e o p l e s o f s o u t h e r n A f r i c a , t h e Arab people o f P a l e s t i n e and t h e p e o p l e s o f many i s l a n d t e r r i t o r i e s i n M i c r o n e s i a and o t h e r t e r r i t o r i e s were s t i l l s u b j e c t t o t h e o p p r e s s i o n o f f o r e i g n d o m i n a t i o n and r a c i s t Governments. 2. I n South A f r i c a t h e inhuman system o f a p a r t h e i d o r " s e p a r a t e development" had been i n t r o d u c e d by t h e r a c i s t regime. Under t h e a p a r t h e i d system t h e i n d i g e n o u s b l a c k p o p u l a t i o n , amounting t o more than 80 per cent o f t h e t o t a l p o p u l a t i o n , had been r e s t r i c t e d t o 13 p e r c e n t o f t h e l a n d , g e n e r a l l y i n t h e l e a s t f e r t i l e . a r e a s . . Attempts had been made t o i n t r o d u c e t h e same system i n Namibia, i l l e g a l l y occupied, by South , A f r i c a . The h e r o i c n a t i o n a l l i b e r a t i o n s t r u g g l e o f t h e Namibian people would have succeeded l o n g ago had i t n o t been f o r t h e ¡coyert and o v e r t a s s i s t a n c e t h e o c c u p y i n g r a c i s t s r e c e i v e d from t h e Western Powers, i n p a r t i c u l a r t h e U n i t e d S t a t e s and the U n i t e d Kingdom, and i n t e r n a t i o n a l monopoly i n t e r e s t s . H y p o c r i t i c a l l y condemning t h e a p a r t h e i d system and d e m a g o g i c a l l y p r o c l a i m i n g t h e i r r e a d i n e s s t o work towards t h e e l i m i n a t i o n o f c o l o n i a l i s m and r a c i s m i n s o u t h e r n A f r i c a , some Western Powers were i n f a c t c a r r y i n g out a p o l i c y t h a t could only serve t o maintain the e x i s t i n g order i n t h a t a r e a . Of p a r t i c u l a r concern was t h e broad m i l i t a r y a s s i s t a n c e p r o v i d e d by t h e Western Powers, i n p a r t i c u l a r t h e NATO c o u n t r i e s and I s r a e l , t o t h e i l l e g a l w h i t e m i n o r i t y régime i n South A f r i c a . That c o u n t r y sought t o break up t h e u n i t y o f S t a t e s o p p o s i n g i t s c r i m i n a l p o l i c y and was c o n t i n u i n g i t s m i l i t a r y a g g r e s s i o n a g a i n s t n e i g h b o u r i n g S t a t e s , namely, Angola, Zambia, Mozambique, Zimbabwe. There v/as no doubt t h a t I s r a e l would n e v e r have been i n a p o s i t i o n to c a r r y - o u t i t s p o l i c y o f c o l o n i z a t i o n and a n n e x a t i o n , and t h u s c o m i c a l l y to d e f y the i n t e r n a t i o n a l coniinunity, had i t not been f o r the comprehensive and a c t i v e support o f the U n i t e d S t a t e s . The "Camp D a v i d accords'' and the " l / a s b i n g t o n t r e a t y " , c o n c l u d e d w i t h o u t the p a r t i c i p a t i o n o f the A r a b p e o p l e o f P a l e a t i n e , r e p r e s o n t e d a c o n t i n u a t i o n o f t h a t p o l i c y and a.n a t t e m p t t o l e g a l i z e i t . Under the p r e t e x t o f t a l k s on s o - c a l l e d " P a l e s t i n i a n autonomy" an e f f o r t was b e i n g made t o d i s g u i s e I s r a e l ' s p l a n s to p e r p e t u a t e i t s o c c u p a t i o n o f the Arab l a n d s . 11. B u l g a r i a had r e p e a t e d l y condemned the e x p a n s i o n i s t and t e r r o r i s t p o l i c y o f the I s r a e l i a u t h o r i t i e s and had e^rpressed i t s s o l i d a r i t y and siipport f o r the j u s t cause o f the P a l e s t i n i a n p e o p l e . B u l g a r i a , vrould continvie to r e n d e r a c t i v e a s s i s t a n c e t o the l e g i t i m a t e s t r u g g l e o f the Ara,b p e o p l e o f P a l e c t i n e under the l e a d e r s h i p o f the PLO, u n t i l the f i n a l v i c t o r y o f t h e i r cause. 12. Mr. SOLA VILA (Cuba) i n t r o d u c e d d r a f t r e s o l u t i o n s E / C N . / | / 1 9 0 2 / L . 3 and L . 4 on b e h a l f o f tho d e l e g a t i o n s o f A l g e r i a , B u l g a r i a , the B y e l o r u s s i a n S o v i e t S o c i a l i s t R e p u b l i c , Cuba, Cj^prus, D e m o c r a t i c Yemen, E t h i o p i a , I n d i a , I r a q , J o r d a n , Madagascar,Morocco, P a k i s t a n , S y r i a n A.ra.b R e p u b l i c , T u n i s i a , V i e t , Y u g o s l a v i a and Zimbabvre. He e x p r e s s e d the i n c r e a s i n g c o n c e r n o f the c o u n t r i e s o f tho n o n - a l i g n e d movement f o r the need to e x p r e s s m o r a l , p o l i t i c a l and economic s o l i d a r i t y v i i t h tho j u s t s t r u g g l e o f the P a . l e s t i n e p e o p l e and to condemn I s r a e l i p r a c t i c e s i n the o c c u p i e d Arab ' territories, including Palestine. A f t e r summarizing the p i - o v i s i o n s o f the tvro d r a f t r e s o l u t i o n s , he commended them to the Commission f o r c o n s i d e r a t i o n and a d o p t i o n . 13. Mr. AL-KAISY (Observer f o r I r a q ) s a i d t h a t the Z i o n i s t o c c u p a t i o n o f A r a b l a n d s s i n c e 1948 had a l m o s t no p a r a l l e l i n histoid'-; i t i-esembled r a c i s t r u l e i n South A f r i c a and Na.zi o c c u p a t i o n d u r i n g the Second W o r l d l i a r i n i t s irecovirse t o the d i s p l a c e m e n t o f the i n d i g e n o u s p o p u l a t i o n and r e p r e s s i v e measures ? * , ¡ g a i n s t detainees. 14. The Z i o n i s t o c c u p a t i o n o f P a l e s t i n e \ i a s a s s o c i a t e d v i i t h an i d e o l o g y vrhich d e n i e d the v e r y e x i s t e n c e o f the P a l e s t i n i a n p e o p l e . The b a s i c t e n e t o f z i o n i s m vras t h a t the dominant Jevrish ma.jority had r i g h t s d e n i e d to o t h e r s . More t h a n h a l f a c e n t u r y s i n c e the B a l f o u r D e c l a r a t i o n , the A r a b s o f P a l e s t i n e e n j o y e d n e i t h e r the p o l i t i c a l r i g h t s t o vrhich t h e y vrere e n t i t l e d as a p e o p l e n o r even tho c i v i l o r r e l i g i o u s r i g h t s p r o m i s e d them by a f o r m e r o c c u p i e r o f t h e i r l a n d . I n f a c t , the P a l e s t i n i a n s were vievred b y the Z i o n i s t s as temporary r e s i d e n t s , a,s was made c l e a r by a statement made r e c e n t l y by a spokesman f o r the Gush-Emunim s e t t l e m e n t . 15. The Z i o n i s t p l a n o f s o - c a l l e d l o c a l r u l e announced i n the luaesset i n December 1977 formed the c e n t r e p i e c e o f tho Camp D a v i d accoi-ds, vrhich condeiraied the Viest Bank and Gaza t o a s t a t u s o f s u b o r d i n a t i o n . a n d sentenced the P a l e s t i n i a n s o u t s i d e P a l e s t i n e to permanent e x i l e . In h i s l e t t e r t r a n s m i t t i n g i t s i;/CK.4/l9S2/SE.9 page 6 · t h i r t e e n t h r e p o r t ( / 3 6 / 5 7 9 ) , the Chairman o f the S p e c i a l Committee s t a t e d t h a t the s i t u a t i o n o f human r i g h t s i n the o c c u p i e d t e r r i t o r i e s had not changed from p r e v i o u s y e a r s and t h a t the Government o f I s r a e l c o n t i n u e d to f o l l o v ; a p o l i c y o f a n n e x a t i o n of those t e r r i t o r i e s . I n i t s c o n c l u s i o n s , the S p e c i a l Coramittee had once a g a i n emphasized the need f o r the i n t e r v e n t i o n o f the i n t e m a i i o n a l commimity t o put an end t o t h a t p o l i c y o f a n n e x a t i o n . 17. I t was c l e a r from the r e p o r t t h a t , i n a d d i t i o n t o the f a c t t h a i the o c c u p a t i o n i n i t s e l f c o n s t i t u t e d a v i o l a t i o n o f hun-ian r i g h t s o f the c i v i l i a n p o p u l a t i o n , the p o l i c y o f the Z i o n i s t Government was a l s o c o n t r a r y t o the 1949 Geneva C o n v e n t i o n r e l a t i v e t o the P r o t e c t i o n o f C i v i l i a n P e r s o n s i n Time o f V/ar and the Hague Convention of 1907. Those i n s t r u m e n t s had been r e p e a t e d l y v i o l a t e d , i n p a r t i c u l a r , t h r o u g h the punishment o f c i v i l i a n s f o r o f f e n c e s t h e y had not committed and through the c o l l e c t i v e p e n a l t i e s and r e p r i s a l s i n f l i c t e d on the c i v i l i a n p o p u l a t i o n . With r e g a r d t o the q u e s t i o n o f j u d i c i a l r e m e d i e s , he n o t e d the statement i n the r e p o r t t h a t the s i t u a t i o n o f the c i v i l i a n p o p u l a t i o n o f the o c c u p i e d t e r r i t o r i e s was such t h a t the t h r e a t t o i n t e r n a t i o n a l peace and s e c u r i t y due t o the p o l i c y f o l l o w e d by the Government o f I s r a e l i n t h a t a r e a v;as more s e r i o u s t h a n e v e r . I n h i s o p i n i o n , the r e p o r t c o n s t i t u t e d an o b j e c t i v e and f a i t h f u l r e f l e c t i o n o f the s i t u a t i o n r e g a r d i n g the v i o l a t i o n o f i-ights i n the o c c u p i e d A r a b t e r r i t o r i e s . 18. The r a c i s t , e x p a n s i o n i s t and a g g r e s s i v e p r a c t i c e s o f the Z i o n i s t e n t i t y i n P a l e s t i n e and o t h e r o c c u p i e d Arab t e r r i t o r i e s had been r e p e a t e d l y condenmed by the U n i t e d Hâtions and i t s v a r i o u s o r g a n s . In a d d i t i o n , other i n t e r n a t i o n a l o r g a n i z a t i o n s such as ILO, \fflO and UHESCO had adopted r e s o l u t i o n s c o n c e r n i n g the c o n d i t i o n s o f the p o p u l a t i o n i n t h o s e t e r r i t o r i e s . 19. I n I 9 8 O , the Z i o n i s t e n t i t y had announced i t s d e c i s i o n t o annex J e r u s a l e m and d e c l a r e t h a t c i t y i t s c a p i t a l , a measure w h i c h showed the e x t e n t t o w h i c h i t d i s r e g a r d e d vrorld p u b l i c o p i n i o n and f l o u t e d the p r i n c i p l e s o f i n t e r n a t i o n a l lav;. The S e c u r i t y had t h e r e f o r e adopted i n June I 9 8 O a r e s o l u t i o n c a l l i n g on the Z i o n i s t a u t h o r i t i e s t o abandon measures aimed a t changing the s t a t u s o f J e r u s a l e m . 20'. The Z i o n i s t e n t i t y had r e c e n t l y announced, i t s d e c i s i o n t o annex the S y r i a n G o l a n H e i g h t s , once a g a i n c h a l l e n g i n g the v r i l l o f the A r a b p e o p l e and the vrorld commvmity. I t had t a k e n t h a t e x p a n s i o n i s t measure v i i t h o u t r e g a r d to the r e s o l u t i o n s a d o p t e d by the S e c u r i t y C o v m c i l and c o n t i n u o u s i n t e r n a t i o n a l demands f o r i t to v/ithdravr from a l l the o c c u p i e d A r a b l a n d s . I n c a r r y i n g out t h a t measure, the Z i o n i s t e n t i t y depended on the f u l l s u p p o r t , a n d a s s i s t a n c e o f the U n i t e d S t a t e s , 21. W i t h r e g a r d t o o f f i c i a l measures t a k e n to implement the p o l i c y o f a n n e x a t i o n and s e t t l e m e n t , he r e f e r r e d t o p a r a g r a p h 58 o f the r e p o r t o f the S p e c i a l Committee and s a i d t h a t the s t r a t e g y o f the Z i o n i s t e n t i t y v/as b a s e d on the o b l i t e r a t i o n of A r a b P a l e s t i n i a n i d e n t i t y and the f o r c i b l e e x p u l s i o n o f P a l e s t i n i a n s from t h e i r homes. I t was c l e a r t h a t t h r o u g h i t s p o l i c y o f e s t a b l i s h i n g s e t t l e m e n t s , the Z i o n i s t e n t i t y sought t o undermine the i d e n t i t y o f the Arab p o p u l a t i o n , weaken the f a c t o r s o f A r a b r e s i s t a n c e and a c h i e v e b o t h s e c u r i t y and economic b e n e f i t s throvigh l a r g e c a p i t a l i n v e s t m e n t s i n the s e t t l e m e n t s . He n o t e d the statement by the Prime M i n i s t e r o f the Z i o n i s t e n t i t y t h a t the Camp'David a c c o r d s -which had been concluded under the s u p e r v i s i o n o f the U n i t e d S t a t e s , a p p l i e d to the p e o p l e and not to the l a n d . I n h i s delegation's o p i n i o n , those a c c o r d s aimed at d e p r i v i n g the P a l e s t i n i a n p e o p l e o f i t s r i g h t to s e l f - d e t e r m i n a t i o n and had r i g h t l y been opposed by a l l A r a b , I s l a m i c and non-alignment · c o n f e r e n c e s ân.d by the G e n e r a l Assembly at i t s s e s s i o n s s i n c e 1 9 7 9 » H i s Government s t r o n g l y condemned the a c c o r d s and S e c u r i t y C o u n c i l r e s o l u t i o n 242 ( 1 9 6 7 ) . 23. I n June 1981 the Z i o n i s t s had committed a b l a t a n t a c t o f a g g r e s s i o n a g a i n s t I r a q by bombing the n u c l e a r i n s t a l l a t i o n s n e a r Baghdad. I n t h a t c o n n e c t i o n , the S e c u r i t y C o u n c i l had adopted r e s o l u t i o n 487 ( l 9 8 l ) s t a t i n g t h a t the m i l i t a r y a t t a c k c l e a r l y v i o l a t e d the C h a r t e r and the norms o f i n t e r n a t i o n a l conduct, t h a t I r a q was e n t i t l e d to a p p r o p r i a t e r e d r e s s f o r the d e s t r u c t i o n vrhich i t had s u f f e r e d and r e s p o n s i b i l i t y f o r vrhich had been acknovrledged by I s r a e l , and r e a f f i r m e d the. r i g h t o f I r a q and the d e v e l o p i n g c o u n t r i e s to b e n e f i t from the p e a c e f u l u s e s o f atomic energy. The r e s o l u t i o n f u r t h e r s t a t e d t h a t the r a i d c o n s t i t u t e d a s e r i o u s t h r e a t to IAEA's s a f e g u a r d s r e g i m e ; vrhich vras the f o u n d a t i o n o f the T r e a t y on the H o n - P r o l i f o r a t i o n o f N u c l e a r Weapons, and c a l l e d upon the Z i o n i s t e n t i t y to r e f r a i n i n the f u t u r e from any such a c t . 24. I r a q was not s a t i s f i e d vrith t h a t r e s o l u t i o n and had s t a t e d t h a t i t r e s e r v e d the r i g h t to take f u r t h e r a c t i o n on the l i n e s o f the r e s o l u t i o n . M o r e o v e r , the r e s o l u t i o n f a i l e d to s a t i s f y the d e s i r e o f i n t e r n a t i o n a l p u b l i c o p i n i o n to see s a n c t i o n s imposed on I s r a e l - a s t e p which had not been taJsen because o f the a t t i t u d e · o f the U n i t e d S t a t e s . Meanvrhile, the B o a r d o f Governors o f IAEA had condemned the Z i o n i s t e n t i t y f o r i t s a t t a c k and had recommended i t s e x p u l s i o n from the Agency. The r a i d had a l s o been condemned by v a r i o u s c o u n t r i e s and p o l i t i c a l c i r c l e s throughout the vrorld; i t was not o n l y an a c t o f a g g r e s s i o n but a b l a t a n t v i o l a t i o n o f a l l i n t e r n a t i o n a l lavrs and norms o f c i v i l i z e d b e h a v i o u r . 25. I t was w e l l known t h a t I r a q ' s n u c l e a r i n s t a l l a t i o n s had been s e t up f o r p e a c e f u l p u r p o s e s : t h a t f a c t had been s t r e s s e d on s e v e r a l o c c a s i o n s by I r a q i and F r e n c h o f f i c i a l s , F r a n c e b e i n g -bhe s u p p l i e r o f the, r e a c t o r s . Furthermore, since 1 J u l y 1968 I r a q had been a s i g n a t o r y o f the N o n - P i - o l i f e r a t i o n T r e a t y , w h i c h the Z i o n i s t e n t i t y had r e f u s e d to s i g n . Even 1I\EA had c o n f i r m e d I r a q ' s p e a c e f u l i n t e n t i o n s i n u s i n g atomic energy. D e s p i t e a l l those a s s u r a n c e s , the Z i o n i s t s had p e r s i s t e d i n t h e i r a s s e r t i o n t h a t the s e c u r i t y o f t h e i r S t a t e vras t h r e a t e n e d by I r a q i p o t e n t i a l to b u i l d n u c l e a r weapon's - a p a t e n t f a l s i f i c a t i o n s i n c e the p l a n t vras s t i l l i n the i n i t i a l s t a g e s o f c o n s t r u c t i o n and under s y s t e m a t i c i n s p e c t i o n by IAEA, w h i c h had r e c o r d e d no v i o l a t i o n o f the T r e a t y . 26. The Z i o n i s t s , a c t i n g i n c o l l a b o ? r a t i o n x-ri-fch the I r a n i a n regime, ha.d a l r e a d y r a i d e d the n u c l e a r i n s t a l l a t i o n ? Baghdad i n September 198O, I'ihen I r a q had gone ahead vrith i t s p e a c e f u l atomic energy, programme, the Z i o n i s t s had a t t a c k e d a g a i n and i t appeared t h a t the I r a n i a n regime had p r o l o n g e d the war and r e f u s e d to respond to honest o f f e r s by I r a q and w o r l d b o d i e s f o r the p e a c e f u l s e t t l e m e n t o f the I r a q i - I r a n i a n c o n f l i c t i n o r d e r to g i v e the Z i o n i s t s o p p o r t u n i t i e s to mount t h e i r r a i d s on I r a q ' s n u c l e a r i n s t a l l a t i o n s . The r e a l r e a s o n f o x the a t t a c k s was t h a t the Z i o n i s t e n t i t y r e a l i z e d t h a t the d e c i s i v e importance o f i t s s c i e n t i f i c and t e c h n i c a l s u p e r i o r i t y enabled i t t o p l a n t i t s e l f i n the h e a r t o f the. Arab homeland and t o annex f u r t h e r Arab t e r r i t o r i e s , and t h a t i t was c u r r e n t l y l o s i n g i t s advantage. I t s a g g r e s s i o n was d i r e c t e d a g a i n s t A r a b attempts t o c a t c h up w i t h w o r l d t e c h n i c a l and s c i e n t i f i c p r o g r e s s . That c l e a r l y c o n t r a d i c t e d the Z i o n i s t c l a i m t o be an o a s i s o f p r o g r e s s i n a backward region. 28. I n c o n c l u s i o n , he reminded the Commission t h a t on I 3 liovember I 9 8 O the G e n e r a l Assembly had adopted r e s o l u t i o n 3 6 / 2 7 w h i c h s t r o n g l y condermed I s r a e l f o r i t s p r e m e d i t a t e d and unprecedented a t t a c k s on I r a q i n u c l e a r i n s t a l l a t i o n s . 2 9 . Mr. AREBI ( L i b y a n Arab J a m a h i r i y a ) s a i d t h a t the l i s t o f I s r a e l i v i o l a t i o n s o f hijman r i g h t s i n the o c c u p i e d t e r r i t o r i e s grew l o n g e r e v e r y y e a r . H o r r i b l e acts of p e r s e c u t i o n and r a c i a l d i s c r i m i n a t i o n had been committed a g a i n s t P a l e s t i n i a n s i n a c o u n t r y w h i c h gave the " r i g h t o f r e t u r n " t o f o r e i g n immigrants from a l l p a r t s o f the w o r l d w h i l e f o r b i d d i n g P a l e s t i n i a n s t o r e t u r n t o t h e i r homes. The P a l e s t i n i a n s , , the i n d i g e n o u s i n h a b i t a n t s o f the t e r r i t o r y , c o u l d n o t be d e p r i v e d i n d e f i n i t e l y o f t h e i r i n a l i e n a b l e r i g h t s , p a r t i c u l a r l y the r i g h t o f s e l f - d e t e r m i n a t i o n , w h i c h they had been d e n i e d f o r over 3 4 y e a r s e v e r s i n c e the a d o p t i o n o f the G e n e r a l Assembly r e s o l u t i o n , approved by a l l the major Powers, w h i c h had s e t up two S t a t e s i n Palestine.. 30. Since then, the g r e a t lîiajority o f the i n t e r n a t i o n a l coirimunity had r e p e a t e d l y r e a f f i r m e d the r i g h t o f the P a l e s t i n i a n s t o s e t up a f r e e and independent S t a t e . A l l the f o r m i d a b l e methods used by w o r l d Z i o n i s m , supported by iíiperialism, t o l i q u i d a t e the P a l e s t i n i a n people had f a i l e d | t h a t jjeople was s t i l l t h e r e , s t r o n g e r than e v e r , and any p l a n f o r compromise t h a t d i d n o t take accoimt o f i t s l e g i t i m a t e r i g h t s was doomed to f a i l u r e . P o r t h a t r e a s o n , the " P a v i d a c c o r d s and the Washington t r e a t i e s had been r e j e c t e d by b o t h the P a l e s t i n i a n people and the m a j o r i t y o f the i n t e r n a t i o n a l community. Because, o f l a c k o f vmanimity ainong t h e permanent members o f t h e S e c u r i t y C o u n c i l , an emergency s p e c i a l s e s s i o n o f t h e G e n e r a l Assembly had been convened t o examine t h e q u e s t i o n o f t h e G o l a n H e i g h t s , whose a n n e x a t i o n c o u l d s e t a dangerous precedent and had been condemned by t h e v a s t m a j o r i t y o f S t a t e s , i n c l u d i n g h i s ovm. The U n i t e d N a t i o n s and o t h e r i n t e r n a t i o n a l b o d i e s must take immediate and a p p r o p r i a t e a c t i o n t o stem I s r a e l ' s e x p a n s i o n i s t p o l i c y i n the M i d d l e E a s t , v/here t h e s i t u a t i o n vrould r e m a i n dangerous u n l e s s a comprehensive s e t t l e m e n t vras r e a c h e d . 41. As a r e s u l t o f t h e s i i b s t a n t i a l s u p p o r t i t r e c e i v e d from i t s major a l l y , I s r a e l was able t o pursue a s y s t e m a t i c p o l i c y aimed a t c h a n g i n g t h e c h a r a c t e r and l e g a l statvis o f t h e o c c u p i e d a r e a s , thus v i o l a t i n g the norms o f i n t e r n a t i o n a l lav-/. S i n c e 1 9 6 7 » s u c c e s s i v e I s r a e l i Governments had r e f u s e d t o aclînowledge t h e i n a d m i s s i b i l i t y o f a c q u i r i n g t e r r i t o r y by f o r c e . The major v i c t i m o f t h a t p o l i c y v/as the P a l e s t i n i a n Arab p e o p l e ; v m t i l t h a t p e o p l e ' s human r i g h t s v/ere f u l l y r e s t o r e d , no j u s t and l a s t i n g s e t t l e m e n t f o r t h e r e g i o n c o u l d be a c h i e v e d . The p o l i c y a l s o extended t o unprovoked a t t a c k s a g a i n s t independent c o v m t r i e s i n t h e r e g i o n , a t t a c k s w h i c h v i o l a t e d t h e s o v e r e i g n t y and t e r r i t o r i a l i n t e g r i t y o f s e v e r a l S t a t e s Members o f t h e U n i t e d N a t i o n s and posed a c o n s t a n t danger t o i n t e r n a t i o n a l peace and security. 42. The I s r a e l i Government c o u l d n e v e r pursue such a p o l i c y v/ithout t h e almost v m c o n d i t i o n a l s u p p o r t o f t h e U n i t e d S t a t e s . Nor c o u l d t h a t p o l i c y s e r v e t h e I s r a e l i people's l o n g - t e r m i n t e r e s t s ; n a t i o n a l s e c u r i t y c o u l d not be a c h i e v e d b y e n d a n g e r i n g t h e s e c u r i t y o f o t h e r p a r t i e s t o t h e c o n f l i c t . The f u t i l i t y o f t h e Gamp D a v i d accords showed t h a t no p a r t i a l approach c o u l d remove t h e r o o t cause o f the c o n f l i c t . I n a d d i t i o n , the PLO was the i n s t r u m e n t f o r p r o g r e s s i n s o c i a l , c u l t u r a l , m e d i c a l and e d u c a t i o n a l matters; b u t even i n such f i e l d s I s r a e l had f o r b i d d e n a l l PLO a c t i v i t y i n the o c c u p i e d t e r r i t o r i e s and had b l o c k e d A r a b - a d m i n i s t e r e d f i n a n c i a l a s s i s t a n c e t o tovmships t h e r e . 50. D e s p i t e the attempt t o p o r t r a y I s r a e l as a p e a c e f u l and endangered n a t i o n , i t was i n f a c t z i o n i s m w h i c h s i n c e 1 8 8 2 had posed a t h r e a t t o the P a l e s t i n i a n and o t h e r Arab p e o p l e s ; I s r a e l now b o a s t e d t h a t i t had the s t r o n g e s t armed f o r c e s i n the r e g i o n and· was the s o l e secure a l l y ' - o f the U n i t e d S t a t e s o u t s i d e NAiTO. 52. The P a l e s t i n i a n s ^ w e r e c o n f i d e n t t h a t t h e i r l i b e r a t i o n s t r u g g l e would l e a d t o n a t i o n a l independence and the f u l l enjoyment o f human r i g h t s , j u s t as the people o f Zimbabwe had now achieved freedom and were r e p r e s e n t e d i n the Commission. Wherea.s I s r a e l was on the s i d e o f m i l i t a r y d i c t a t o r s h i p s and r e p r e s s i v e régimes, t h e P a l e s t i n i a n people was proud t o be a s s o c i a t e d w i t h the n a t i o n a l l i b e r a t i o n movements o f s o u t l i e r n i i f r i c a and E l S a l v a d o r and w i t h c o u n t r i e s w h i c h had vron freedom, such as N i c a r a g u a and Zimbabwe. 53.
