The rising lethal aggression of the occupying Power against the civilian population under its occupation is exacerbating the already tense and volatile conditions, threatening to further destabilize the grave situation in the Occupied Palestinian Territory. In this regard, the Israeli occupying forces today raided the Gaza Strip, entering the territory on the ground for the first time since the withdrawal from within Gaza in September of 2005, and launched an attack that resulted in the killing of three Palestinian men and one Palestinian police officer, who had rushed to the area with medics. The attack also wounded at least nine other civilians, including an ambulance driver and two journalists. The Israeli occupying forces have also continued to carry out military attacks and killings throughout the West Bank, including in the Balata refugee camp near the city of Nablus and in the town of Qabatiya near the city of Tulkarem. In addition, inter alia, to the daily raids and unlawful arrests and detentions being carried out by the occupying Power, and coming on the heels of the military attack in the centre of the city of Ramallah just days ago, such an escalation in targeted killings and attacks is fuelling the frustrations and anger of the Palestinian civilian population and risks plunging the situation into even greater upheaval and instability. The international community, including the Security Council, cannot remain silent and must give this intensifying crisis its serious attention, with the aim of bringing an end to the ongoing breaches of international law by Israel, the occupying Power, and of stemming the dangerous descent into another vicious cycle 06-36743 (E) 310506 *0636743* A/ES-10/335 S/2006/347 of violence. The continuous military attacks and other ongoing grave violations of international law, including humanitarian and human rights law, being committed by the occupying Power against the Palestinian people are destabilizing the fragile situation on the ground and deepening the dire humanitarian crisis from which the population is already suffering. The international community must uphold its responsibilities in this regard and take the necessary measures to compel Israel, the occupying Power, to cease its military aggressions and violations against the Palestinian people and to scrupulously respect all of its obligations under international law. The present letter is in follow-up to our previous 243 letters to you regarding the ongoing crisis in the Occupied Palestinian Territory, including East Jerusalem, since 28 September 2000. These letters, dated from 29 September 2000 (A/55/432S/2000/921) to 25 May 2006 (A/ES-10/333-S/2006/330), constitute a basic record of the crimes being committed by Israel, the occupying Power, against the Palestinian people since September 2000. For all of these war crimes, State terrorism and systematic human rights violations committed against the Palestinian people, Israel, the occupying Power, must be held accountable and the perpetrators must be brought to justice. Accordingly, in follow-up to the above-mentioned letters, I regret to inform you that, in the few days since my last letter to you, at least 13 more Palestinian civilians, including two children, have been killed by the Israeli occupying forces, raising the total number of martyrs killed since September 2000 to 3,880. (The names of the martyrs who have been identified are listed in the annex to the present letter.)
