Security Council Committee established pursuant to resolution 1718 (2006) concerning the Democratic People’s Republic of Korea Note verbale dated 13 November 2006 from the Permanent Mission of the Russian Federation to the United Nations addressed to the Chairman of the Committee The Permanent Mission of the Russian Federation to the United Nations presents its compliments to the Chairman of the Security Council Committee established pursuant to resolution 1718 (2006), and has the honour to enclose herewith the interim report on the steps taken by the Russian Federation to implement the above-mentioned resolution (see annex). Annex to the note verbale dated 13 November 2006 from the Permanent Mission of the Russian Federation to the United Nations addressed to the Chairman of the Committee [Original: Russian] Interim report of the Russian Federation on measures to implement United Nations Security Council resolution 1718 (2006) The Russian Federation intends conscientiously to implement Security Council resolution 1718 of 14 October 2006. As a permanent member of the Council and a member of the Security Council Committee established pursuant to resolution 1718 (2006) concerning the Democratic People’s Republic of Korea, the Russian Federation has taken part in compiling the lists of items, materials, equipment, goods and technology whose supply to the DPRK is prohibited under paragraph 8 of Security Council resolution 1718 (2006). We are ready to contribute to further work to amend and add to the lists referred to in paragraph 8, and to promulgate guidelines on other aspects of the work of the Security Council Committee established pursuant to resolution 1718 (2006). The Russian Ministry of Foreign Affairs has prepared a draft decree of the President of the Russian Federation in pursuance of the resolution, which is being coordinated with other interested departments of the Russian Federation. At the same time, the Committee’s ongoing work to agree on the aforementioned lists and guidelines and on the translation of these documents into the official languages of the United Nations is affecting the timely adoption of measures to implement Security Council resolution 1718 (2006) at the national level. Also, we consider that the main objective of Security Council resolution 1718 (2006) is not the punishment of the DPRK but rather a political resolution of the issue of that country’s nuclear programme.
