At the invitation of the Chairman, the Chair of the Programme Budget and Administration Committee (PBAC) of the Executive Board made some introductory remarks. The floor was then opened for discussion and the Secretariat responded to issues raised. The Committee noted the report contained in document A68/6 Implementation of programme budget 2014-2015: mid-term review and the subitem was closed. Item 12.2 Proposed programme budget 2016­2017 The Chairman opened the subitem with consideration of documents A68/7, A68/7 Add.1 and A68/INF./7 and the report contained in document A68/55 Proposed programme budget 2016­2017. The Chair of the PBAC informed the Committee of the discussions that took place at its last session. The Chairman made some introductory remarks and read out the amendments proposed to document A68/INF./7 and the draft resolution in document A68/7 Add.1: Draft resolution: Programme budget 2016­2017. Palestine also made a statement after which the Director of Health of UNRWA gave his report. In accordance with Rule 72 of the Rules of Procedure, a roll-call vote was taken. Thursday, 21 May 2015 12:30­14:15 Room XII Getting to 2018: Preparing for the third UN High-level Meeting on Noncommunicable Diseases There will be interpretation in Arabic, Chinese, English, French, Russian and Spanish Remarkable progress has been achieved at national level in addressing noncommunicable diseases (NCDs) during the past years, including an increase in the number of countries which have an operational national NCD policy with a budget for implementation from 32% of countries in 2010 to 50% of countries in 2013. Many countries have started to align their policies and resources with the nine global NCD targets and the WHO global action plan for the prevention and control of NCDs 2013­2020 to make unparalleled gains. This technical briefing will explore the following questions: How are countries implementing their NCD commitments? What are the challenges countries face? How will countries catalyse the next phase of NCD prevention and control in the post-2015 era? How are countries monitoring progress? Friday, 22 May 2015 12:30­14:15 Room XII Cancer prevention and control: which policies and programmes have best driven progress? There will be interpretation in Arabic, Chinese, English, French, Russian and Spanish The increasing burden of cancer places an enormous strain on health-care systems. This technical briefing provides delegates with an overview of what works in cancer prevention and control and gathers views from Member States about the progress made and priority actions undertaken to curb the cancer epidemic as an integral part of implementing the national commitments included in the 2011 UN Political Declaration and 2014 UN Outcome Document on NCDs, taking into account the WHO Global NCD Action Plan 2013­ 2020. It will also be an opportunity to discuss how WHO plans to scale up its response to support national cancer control efforts and how the International Agency for Research on Cancer (IARC) ­ 50 years on from its establishment by the Eighteenth World Health Assembly ­ is able to provide robust scientific evidence for cancer control. Monday, 25 May 2015 12:30­14:15 Room XII Changing the trajectory of three epidemics ­ HIV, viral hepatitis and sexually transmitted infections ­ through the development of global health sector strategies There will be interpretation in Arabic, Chinese, English, French, Russian and Spanish This technical briefing will provide an update on the development of three of the 2016­2021 global health sector strategies: HIV, hepatitis, and sexually transmitted infections. These health issues pose major public health burdens for all regions and will be key elements of the post-2015 health agenda. While recognizing many successes to date, progress remains uneven and inequitable. New medicines, technologies, approaches and commitments provide new opportunities. The 2016­2021 strategies will seek to build on past successes, accelerate respective health sector responses and ensure alignment with the emerging Sustainable Development Goals framework. This technical briefing will discuss how Member States and partners are approaching new strategic opportunities to change the trajectory of their responses, ensure linkages across the three areas, and optimize new and emerging innovations.
