(Signed) Rodrigo Malmierca Díaz Ambassador Permanent Representative of Cuba Annex to the letter dated 6 June 2007 from the Permanent Representative of Cuba to the United Nations addressed to the Secretary-General Statement by the Coordinating Bureau of the Non-Aligned Movement on the imposition of unilateral sanctions against the Republic of the Sudan New York, 6 June 2007 The Coordinating Bureau of the Non-Aligned Movement expresses its grave concern over the decision announced by a United Nations Member State to impose new unilateral sanctions against the Republic of the Sudan, a country member of the Movement. The Movement re-emphasizes that the purposes and principles of the Charter of the United Nations and the principles of international law are indispensable in preserving and promoting economic development and social progress, peace and security, and human rights for all and the rule of law. In this context, the Movement reiterates its strong concern at the growing resort to unilateralism and unilaterally imposed measures that undermine the Charter and international law. The Movement is deeply concerned that, despite the resolutions and recommendations adopted on this issue by the General Assembly and many United Nations conferences, and contrary to general international law and the Charter of the United Nations, unilateral coercive measures continue to be promulgated and implemented, with all their negative implications. The Movement rejects the application of such actions and measures as tools for political or economic pressure against any country, particularly against developing countries. The Movement considers that the unilateral measures imposed on the Republic of the Sudan are contrary to the ongoing efforts to support the peace process in Darfur. The Movement stresses that a peaceful settlement to the conflict in Darfur lies in a comprehensive approach with the concerted efforts and full support of all relevant parties, in accordance with the Darfur Peace Agreement. The Movement reiterates its position to refrain from recognizing, adopting or implementing extraterritorial or unilateral coercive measures or laws, including unilateral economic sanctions, other intimidating measures and arbitrary travel restrictions, that seek to exert pressure on States — threatening their sovereignty and independence, and their freedom of trade and investment — where they constitute flagrant violations of the Charter, international law, the multilateral trading system, the norms and principles governing friendly relations among States. The Movement reaffirms the Declaration on Principles of International Law concerning Friendly Relations and Cooperation among States in accordance with the Charter of the United Nations (resolution 2625 (XXV)), which states, inter alia, that no State may use or encourage the use of unilateral economic, political or any other type of measures to coerce another State in order to obtain from it the subordination of the exercise of its sovereign rights.
