General Assembly Tenth emergency special session Agenda item 5 Illegal Israeli actions in Occupied East Jerusalem and the rest of the Occupied Palestinian Territory Security Council Sixty-second year Identical letters dated 29 June 2007 from the Permanent Observer of Palestine to the United Nations addressed to the Secretary-General and the President of the Security Council Following up on our letter sent yesterday, we regret to inform you that Israel, the occupying Power, has continued its deadly military campaign against the Palestinian civilian population in the Occupied Palestinian Territory, including East Jerusalem. Today, Israeli occupying forces backed by 80 military vehicles invaded the town of Nablus in the northern West Bank which was already under siege, killing at least one civilian in the Balata refugee camp, Hatem Saleh, and wounding several others. In addition to causing death and injury, Israeli occupying forces conducted house-to-house searches, arresting scores of Palestinians. The Old City of Nablus and the Balata refugee camp have been placed under curfew and Israeli occupying forces have turned several Palestinian homes into military outposts, holding entire families hostage. Moreover, army barricades have been placed around the city’s hospitals, preventing injured persons from seeking medical treatment and ambulances from reaching the injured. The Palestinian Prime Minister, Salam Fayyad, has strongly condemned this latest Israeli aggression, describing it as a way to undermine the efforts of the Palestinian National Authority to restore calm and provide security to the Palestinian people. In this regard, we call on the international community, including the Security Council, to take urgent measures to ensure that Israel, the occupying Power, ends its military campaign and fulfils its responsibilities in accordance with international law, including humanitarian and human rights law. Continued inaction on the part of the international community will only encourage more impunity and increased tension in the region. This should be avoided at all costs. The present letter follows up our previous 286 letters to you regarding the ongoing crisis in the Occupied Palestinian Territory, including East Jerusalem, since 28 September 2000. These letters, dated from 29 September 2000 (A/55/432-S/2000/921) to 27 June 2007, constitute a basic record of the crimes being committed by Israel, the occupying Power, against the Palestinian people since September 2000. For all of these war crimes, acts of State terrorism and systematic human rights violations committed against the Palestinian people, Israel, the occupying Power, must be held accountable and the perpetrators must be brought to justice. In follow-up to the above-mentioned letters, it is my profound regret to inform you that the killing of Mr. Hitam Saleh by Israeli occupying forces raises the total number of martyrs killed since September 2000 to 4,591. I should be grateful if you would arrange to have the present letter distributed as a document of the tenth emergency special session of the General Assembly, under agenda item 5, and of the Security Council.
