Report of the Secretary-General and the Chairperson of the African Union Commission on the hybrid operation in Darfur Addendum 1. Further to the report on the hybrid operation in Darfur (S/2007/307/Rev.1) dated 5 June, I wish to inform the Security Council that, based on preliminary estimates of requirements, the financial implications of the African Union-United Nations hybrid operation in Darfur, as they correspond to options I and II, which are set out in paragraphs 79 and 80 of that report, are estimated on a full-cost basis for a 12-month period at some $2.6 billion and $2.5 billion, respectively. 2. The preliminary projection of $2,625.8 million for the hybrid operation in Darfur under the first option provides for the full deployment of 19,555 military personnel, including 240 military observers and up to 120 liaison officers. The projection also provides for the full emplacement of 3,772 police officers and 2,660 formed police (19 formed police units); and the full deployment of 5,009 civilian personnel. 3. The preliminary projection of $2,494.6 million for the hybrid operation in Darfur under the second option provides for the full deployment of 17,605 military personnel, including 240 military observers and up to 120 liaison officers. The projection also provides for the full emplacement of 3,772 police officers and 2,660 formed police (19 formed police units); and the full deployment of 4,941 civilian personnel. 4. The above preliminary projections include requirements of some $840 million for capital expenditures and construction services, which are non-recurrent. 5. An indicative preliminary breakdown of the financial implications of the two options by main categories of expenditure is provided in the annex to the present addendum, for information purposes only. 6. Subject to the Security Council’s decision regarding the proposal on the hybrid operation in Darfur as contained in S/2007/307/Rev.1, the additional resources will be sought from the General Assembly.
