General Assembly Tenth emergency special session Agenda item 5 Illegal Israeli actions in Occupied East Jerusalem and the rest of the Occupied Palestinian Territory Security Council Sixty-second year Identical letters dated 22 August 2007 from the Permanent Observer of Palestine to the United Nations addressed to the Secretary-General and the President of the Security Council Israel, the occupying Power, continues to perpetrate systematic human rights violations against the Palestinian people living under its occupation in the Occupied Palestinian Territory, including East Jerusalem, launching military assaults and raids against civilian areas. With the persistence of this Israeli military campaign, the casualties and destruction being endured by the Palestinian people, especially in the Gaza Strip, continue to rise. Yesterday, 21 August 2007, as the Palestinian people and the Muslim world commemorated the thirty-eighth anniversary of the Israeli arson of Al-Aqsa Mosque in the Holy City of Al-Quds Al-Sharif, Israel, the occupying Power, launched a deadly air raid in Al-Qarara, east of Khan Younis in the southern Gaza Strip, killing three Palestinians. On the same day, in Beit Hanoun, north of the Gaza Strip, Israeli occupying forces brutally killed 12-year-old Abdel Qader Youssef Ashour and 9year-old Fadi Mansour al-Kafarneh. In addition, six other people were injured, including a 10-year-old boy, who remains in a critical condition. Israeli occupying forces also shot dead a Palestinian in Al-Ain refugee camp, in the city of Nablus, in the West Bank. These condemnable attacks come on the heels of yet another Israeli attack that took place on Monday, 20 August 2007, against the people of the Gaza Strip, in Al-Bureij refugee camp in central Gaza. Israeli occupying forces fired missiles onto a vehicle, extrajudicially executing the six Palestinian passengers in the targeted vehicle. The six Palestinians died instantly and scores of civilians in the vicinity of the attack were injured. Today, an Israeli air strike in Al-Shuja’ieh neighbourhood in eastern Gaza left one Palestinian dead and several others wounded. We once again reiterate the urgent need for the international community to take immediate action to address all of the above-mentioned serious violations and grave breaches of international law and international humanitarian law being committed by Israel, the occupying Power, against the Palestinian people. The international community must not remain silent and must take all measures to bring an end to the continuing Israeli crimes against the Palestinian people and to ensure Israel’s compliance with international law and with its obligations as an occupying Power. This letter is in follow-up to our previous 292 letters to you regarding the ongoing crisis in the Occupied Palestinian Territory, including East Jerusalem, since 28 September 2000. These letters, dated from 29 September 2000 (A/55/432-S/2000/921) to 15 August 2007 (A/ES-10/396-S/2007/495), constitute a basic record of the crimes being committed by Israel, the occupying Power, against the Palestinian people since September 2000. For all of these war crimes, State terrorism and systematic human rights violations committed against the Palestinian people, Israel, the occupying Power, must be held accountable and the perpetrators must be brought to justice. In follow-up to the above-mentioned letters, it is my profound regret to inform you that, since our last letter, 16 Palestinians have been killed, raising the number of Palestinian civilians that have been killed by the Israeli occupying forces since September 2000 to 4,654.
