Main steps to be taken regarding the establishment of the UPR work programme (for the first year) Draft Note from the Secretariat First step (before the selection process): In accordance with paragraph 9 of the institution-building text annexed to HRC Resolution 5/1, Member and Observer States may volunteer to be reviewed as a matter of priority. Expressions of interest should reach the Secretariat before 10 September 2007. The Secretariat will prepare five lists of countries in alphabetical order, each list corresponding to a regional group. The lists of regional groups will be based on groupings drawn up in New York in similar circumstances. Also in accordance with paragraph 9, Council members whose terms of membership ended in June 2007 or will end in June 2008 will be clearly identified in each list. Similarly, those countries volunteering for review will also be identified in each list (See Annex I). Second Step (selection process): On yy September 2007, the President will draw by lot the first Member or Observer State, which will then be placed on top of each regional group list. The Secretariat will re-organize each list in alphabetical order starting with the selected country. It will then move to the top of each list those countries whose terms of membership ended in June 2007, followed by those whose terms of membership will end in June 2008, as well as the volunteers. In accordance with paragraph 11 of the institution-building text, 48 countries will be reviewed per year, thus corresponding to 16 countries to be reviewed per session of the WG on UPR. In this regard, and so as to ensure full respect for equitable geographic distribution (paragraph 9 of the institution-building text), the calendar for 2008 will be drawn up based on the tables contained in Annex II. For the first session of the WG on UPR, the appropriate number of countries will be taken from each group in the order mentioned in paragraph 2 (a) above. The President will then draw by lot the order by which countries selected for the first UPR session will be considered. The same process will then be followed for the second and third UPR sessions. Lastly, all States to be reviewed in 2008 will be invited to indicate before zz October 2007 whether they intend to request that one of the three rapporteurs be from its own regional group (an option provided for in paragraph 7 of the institution-building text annexed to Resolution 5/1). Third Step (setting up the troikas): For the 32 countries that will be reviewed in the first and second UPR sessions, a public meeting will be convened by the President before the December 2007 Session to set up the troikas of rapporteurs (referred to in paragraph 16 (d) of the institution-building text annexed to Resolution 5/1). In preparing the meeting, the Secretariat will draw up a non-nominative list of all troika combinations which may be applicable based on the following variables: Troikas will be composed of Members of the Council only. Each troika will be composed of Member States from different regional groups. To ensure equitable geographic distribution, each Member State should only be a member of three troikas, with the exception of three Member States that may serve a fourth time (since there are 47 members of the Council and 48 countries will have to be reviewed every year). At the public meeting mentioned in paragraph 2 (b) the Secretariat will circulate a table indicating the 47 applicable combinations plus one combination to be drawn by lot. . The President will draw by lot the names of the countries that will be inserted in the list of troikas (see Annex III) replacing the non-nominative references (eg A1, B1, B2, E1, etc) in the order of the drawing. The President will draw by lot three countries from among the 47 members of the Council which will form the 48th combination. It is to be understood that these countries will have to come from three different regional groups. This implies that the President will have to draw countries by lot until such time an appropriate combination is reached. At the end of this process, the Secretariat will circulate a table which will show the 48 troika combinations with the specific names of countries (see Annex III). It will then be necessary to add the names of the first 32 countries (1st and 2nd UPR sessions) to be reviewed to the list. All of them will be placed in a box and the President will draw them by lot. The names of each country drawn by lot will then be placed in this table from top to bottom, in the order referred to in paragraph 2 (d). In each case, the President will have to ascertain whether (i) the concerned country has requested that one of the rapporteurs be from its own group (see above paragraph 2 (e)), (ii) a rapporteur has requested to be excused from participating in a specific review process, and (iii) the concerned country has requested the substitution of a rapporteur (possible on only one occasion). Should a combination not be applicable, then the next available combination will be resorted to. The Secretariat will thereafter produce a final table showing on a session by session basis those countries that will be reviewed together with the concerned troikas. The same process will then be followed for the third UPR session but at a later stage: Troika combinations will only be drawn up in June 2008 since troika members can only be members of the Council. The names of the remaining countries to be reviewed in 2008 will be drawn by lot in accordance with the process referred to in paragraph 3 (h) above. Future steps: establishing UPR work programmes for future years: The entire process (as referred to in paragraphs 1 through 3 above) shall then be followed for future UPR sessions. It is suggested that the exact number of members/observers to be considered be determined by the President upon discussion with Coordinators of Regional Groups taking into account, for instance, the number of volunteers in each group. Each possible troika member will be listed as A1 to A39 in the case of the African, B1 to B39 for the Asian Group, C1 to 24 for GRULAC, D1 to D21 for the WEOG and E1 to E18 for the EEG.   1
