Security Council Committee established pursuant to resolution 1718 (2006) concerning the Democratic People’s Republic of Korea Note verbale dated 19 April 2007 from the Permanent Mission of Israel to the United Nations addressed to the Chairman of the Committee The Permanent Mission of Israel to the United Nations presents its compliments to the Security Council Committee established pursuant to Security Council resolution 1718 (2006) concerning the Democratic People’s Republic of Korea, and has the honour to submit the present report regarding the implementation of the above-mentioned resolution. At the outset, Israel would like to express its support for Security Council resolution 1718 (2006). Israel considers Security Council resolution 1718 (2006) to be an additional step in the right direction in the context of international efforts to confront the danger of weapons of mass destruction and their proliferation. The adoption of this resolution, and its full implementation by the international community, will demonstrate that it stands firmly united in its determination to stop the missile and weapons of mass destruction programmes of the Democratic People’s Republic of Korea (DPRK). In this context, Israel would like to express its ongoing concern regarding the proliferation of ballistic missiles from DPRK, and to encourage the international community to work together to stop it. Israel is particularly concerned by the effect of DPRK proliferation activities on the Middle East. Israel reiterates its commitment to the full implementation of Security Council resolution 1718 (2006) and would like to inform the Committee of the following. The Israeli Ministry of Foreign Affairs has duly informed all relevant domestic authorities of resolution 1718 (2006) and of Israel’s obligations under it. Furthermore, all relevant authorities have been requested to confirm that their conduct is in compliance with resolution 1718 (2006). On the basis of the information obtained, the Permanent Mission of Israel to the United Nations would like to inform the Committee of the following: (a) Israel does not supply, sell or transfer to DPRK any of the items described in paragraph 8 (a) (i), 8 (a) (ii) and 8 (a) (iii); (b) Regarding the exportation of defence items, including goods, technology and services, Israel would like to further inform the Committee that, according to Israeli law, the exportation of such items from Israel is subject to a permit process, which includes a requirement to obtain a permit to negotiate and government authorization to execute the export. In this framework, Israel does not issue permits regarding the export of such defence items to DPRK; (c) Israel does not procure from DPRK any of the items described in paragraph 8 (b), nor have its flagged vessels or aircraft been used in this regard; (d) Regarding importation from DPRK, Israel would like to further inform the Committee that, according to Israeli law, importation from DPRK requires a permit, as Israel does not have diplomatic relations at any level with DPRK. In this framework, no permits have been issued regarding the importation of items described in paragraph 8 (b) from DPRK. In conclusion, no commercial exchanges have taken place between Israel and DPRK in recent years regarding the goods referred to in paragraph 8 of resolution 1718 (2006). Regarding the freezing of assets, Israel would like to assure the Committee that appropriate measures will be taken as soon as the relevant list of persons or entities has been issued by the Committee or by the Security Council.
