Letter dated 10 October 2007 from the Secretary-General addressed to the President of the Security Council I have the honour to refer to Security Council resolution 1757 (2007) of 30 May 2007 and its annex relating to the establishment of a special tribunal for Lebanon. Pursuant to article 2, paragraph 5 (d) and article 3, paragraph 2 of the annex, I am to appoint the judges and prosecutor of the Special Tribunal upon the recommendation of a selection panel I establish after indicating my intentions to the Security Council. The panel is to be composed of two judges, currently sitting on or retired from an international tribunal, and the representative of the Secretary-General. I wish to inform the Security Council of my intention to appoint, in accordance with the above-mentioned provisions, Judge Mohamed Amin El Mahdi of Egypt and Judge Erik Møse of Norway as the two judges on the selection panel, as well as Mr. Nicolas Michel, Under-Secretary-General for Legal Affairs, the Legal Counsel, as my representative. Judge El Mahdi served as a judge of the International Tribunal for the former Yugoslavia from 2001 to 2005, including as Presiding Judge of trials. Prior to that appointment, he had served as President of the Conseil d’État and Head of the Supreme Administrative Court of Egypt. Judge Møse has been a judge of the International Criminal Tribunal for Rwanda since 1999 and served as its President from 2003 to 2007. Prior to that appointment, he served as a judge at the Court of Appeals in Oslo and as a Supreme Court Advocate in the Solicitor General’s Office. The members of the selection panel will be convened shortly to take up their tasks.
