Sixty-second session Agenda item 16 Protracted conflicts in the GUAM area and their implications for international peace, security and development Azerbaijan, Georgia, Moldova and Ukraine: draft resolution Protracted conflicts in the GUAM area and their implications for international peace, security and development The General Assembly, Guided by the purposes and principles of the Charter of the United Nations, and recalling the provisions of the Millennium Declaration and the 2005 World Summit Outcome, Recalling its resolutions, the relevant resolutions of the Security Council and the decisions of the Organization for Security and Cooperation in Europe regarding the conflicts in and around the Nagorno-Karabakh region of Azerbaijan, the Abkhazia and Tskhinvali regions of Georgia and the Transnistrian region of Moldova, Concerned that the protracted conflicts in the GUAM area continue to endanger international peace and security, and mindful of their adverse implications on the development of the countries of the region, Expressing its support for the international mediation efforts aimed at the peaceful settlement of these conflicts in accordance with the norms and principles of international law, and recognizing the necessity of intensifying these efforts with a view to achieving a lasting and durable peace, 1. Reaffirms its continued support for the sovereignty and territorial integrity of Azerbaijan, Georgia and Moldova and the inviolability of their internationally recognized borders; 2. Calls upon Member States and international and regional organizations and arrangements to effectively contribute, within their competence, to the processes of settlement of conflicts in the GUAM area; 3. Calls for the establishment of peace and security, the promotion of the rule of law and respect for human rights and fundamental freedoms in the conflict-affected territories of the GUAM States in order to create the necessary conditions for the earliest possible return of forcibly displaced persons in safety and dignity, which will be accompanied by the comprehensive rehabilitation, including the economic rehabilitation of these territories in order to promote the reintegration of returnees; 4. Recognizes the absolute necessity of providing normal, secure and equal conditions of life for all communities of respective territories, which will allow the relevant GUAM States to build up effective democratic systems of self-governance, while respecting the territorial integrity, within internationally recognized borders, of the relevant GUAM States; 5. Calls for the earliest possible resolution of these conflicts based on the principles stipulated in paragraphs 1, 3 and 4 above, which will considerably strengthen international peace, security and stability and pave the way for lasting and full-scale regional cooperation; 6. Requests the Secretary-General to submit to the General Assembly at its sixty-third session a report on the implementation of the present resolution; 7. Decides to include in the provisional agenda of its sixty-third session the item entitled “Protracted conflicts in the GUAM area and their implications for international peace, security and development”.
