Thank you, Mr. Chairman.  I'm pleased to advise that I do have the pertinent information relating to program budget implication.  And the oral statement I'm about to make is submitted in accordance with Rule 153 of the Rules of Procedure of the General Assembly.
 
Under the terms of the Third Preamble of Paragraph and Operative Paragraphs 1 and 2 of Draft Resolution L.66, the General Assembly would (first, bearing in mind that the modalities of the review conference have not been finalized) welcome the report of the preparatory committee on the First Session A/62/375 of 2 October 2007, including its annexes and appendices.  In particular, the decisions by the organizational session of the preparatory committee and, finally, endorse the decisions by the organizational session of the preparatory committee as contained in Annex 1 of Document A/62/375.
 
It may be recalled that, in his revised estimates resulting from resolutions and decisions adopted by the Human Rights Council at its resumed Second Session, its Third Session and its Third Special Session in 2006, the Secretary General informed the General Assembly that, under the terms of the Human Rights Council Resolution 3/2, that the Council would act as preparatory committee for the Durban Review Conference.  It was estimated that requirements that would arise to support the preparatory process would be absorbed in the provisions for the 2006/2007 biennium.  And the estimated requirements for the biennium '08/'09 would be considered in the context of the proposed program for the biennium '08/'09.
 
The Secretary has reviewed the terms of the Draft Resolution L.66 and, bearing in mind that the modalities of the Review Conference have yet to be finalized, the Secretary General will revert in accordance with established practice on the financial implications, if any, of the Review Conference when the modalities of the conference have been finalized, as indicated in the Third Preamble of Paragraph of the Draft Resolution.  Thank you, sir.
