Issues arising from the objectives of the Review Conference: (a) To review progress and assess implementation of the Durban Declaration and Programme of Action by all stakeholders at the national, regional and international levels, including assessing contemporary manifestations of racism, racial discrimination, xenophobia and related intolerance, through an inclusive, transparent and collaborative process and identify concrete measures and initiatives for combating and eliminating all manifestations of racism, racial discrimination, xenophobia and related intolerance in order to foster the implementation of the Durban Declaration and Programme of Action; To assess the effectiveness of the existing Durban follow-up mechanisms and other relevant United Nations mechanisms dealing with the issue of racism, racial discrimination, xenophobia and related intolerance in order to enhance them; (b) K0841238 220708 For reasons of economy, this document is printed in a limited number. Adoption of the report of the Regional Preparatory Meeting for Africa for the Durban Review Conference. 2 A/CONF.211/PC/RPM/2/1 Annotations to the provisional agenda Item 1: Opening of the Regional Preparatory Meeting 1. The Regional Preparatory Meeting will be officially opened by a representative of the Government of Nigeria, who will make a statement. Item 2: Election of officers 2. At its first meeting, the Regional Preparatory Meeting shall elect its officers: a President, three Vice-Presidents and a Rapporteur. Item 3: Adoption of the agenda 3. The Regional Preparatory Meeting will have before it the present document containing the provisional agenda and the annotations thereto. The Regional Preparatory Meeting will also have before it a draft programme of work. Item 4: Organization of work and other matters (a) (b) (c) Establishment of the Main Committee (plenary) Establishment of the Drafting Committee Other matters 4. At its first meeting, the Regional Preparatory Meeting shall decide on the establishment of two committees: a main committee and a drafting committee. The Main Committee would consider the four issues arising from the objectives of the Durban Review Conference, in accordance with the programme of work. The Drafting Committee would undertake the elaboration of the draft outcome document of the Regional Preparatory Meeting and submit a report to the plenary. 5. The Regional Preparatory Meeting shall use as its rules of procedure the rules of procedure of the General Assembly, section XIII, insofar as applicable, taking into account the decisions of the Human Rights Council concerning organizational matters. In its decision PC.1/1, entitled "Rules of procedure for the Preparatory Committee", the Preparatory Committee decided to use as rules of procedure for the Preparatory Committee the rules of procedure of the General Assembly, section XIII, insofar as applicable. 6. At the beginning of the meeting, the list of speakers on the four issues under agenda item 5 shall be open for all participants. The closure of the list of speakers on any particular issue shall be announced by the President in good time. 7. The Regional Preparatory Meeting shall also consider whether, following the practice of the Preparatory Committee for the Durban Review Conference, the speaking-time limits for statements on any of the four issues shall be five minutes for States Members of the United Nations and three minutes for non-governmental organizations, although such limits may be applied flexibly. At each meeting, the Main Committee shall consider one of the four issues arising from the objectives of the Durban Review Conference, in accordance with its programme of work. The Drafting Committee shall prepare a draft final document consisting of a preamble and a text that reflects the objectives of the Durban Review Conference and shall submit a report to the plenary. Item 6: Adoption of the final document 9. The Chair of the Drafting Committee shall submit the Committee's report to the plenary for adoption. The report will contain the final document consisting of a preamble and a text that reflects the objectives of the Durban Review Conference. Item 7: Adoption of the report of the Regional Preparatory Meeting for Africa for the Durban Review Conference 10. The Rapporteur shall submit the draft report of the Regional Preparatory Meeting to the plenary for consideration and adoption and subsequent transmittal to the Preparatory Committee for the Durban Review Conference. ______________________ 4
