Lang. \* MERGEFORMAT ENGLISH HUMAN RIGHTS COUNCIL Tenth session Agenda item 9 RACISM, RACIAL DISCRIMINATION, XENPHOBIA AND RELATED FORMS OF INTOLERANCE, FOLLOW-UP AND IMPLEMENTATION OF THE DURBAN DECLARATION AND PROGRAMME OF ACTION 10/… From rhetoric to reality: a global call for concrete action against racism, racial discrimination, xenophobia and related intolerance South Africa (on behalf of the African Group): draft resolution The Human Rights Council, Recalling General Assembly resolution 56/266 of 27 March 2002 by which it endorsed the Durban Declaration and Programme of Action, as well as Commission on Human Rights resolutions 2002/68 of 25 April 2002 and 2003/30 of 23 April 2003, Also recalling its resolutions 1/5 of 30 June 2006, 3/2 of 8 December 2006 and 9/14 of 24 September 2008, Urging the Working Group of Experts on Peoples of African Descent to continue to find ways and means to optimally fulfil their mandate, particularly in the areas of directly linking and consulting with the affected communities of Peoples of African Descent in the Diaspora, including mobilising funds with International Financial Institutions for projects beneficial to the People of African Descent as well as conducting country visits, Reiterating the need for the Five Eminent Experts to continue to investigate critical areas of racism, racial discrimination, xenophobia and related intolerance, in particular, their contemporary forms and manifestations, in line with their mandate Appreciating all efforts undertaken by the Intergovernmental Working Group on the Effective Implementation of the Durban Declaration and Programme of Action in its constructive work aimed at the effective implementation of the Durban Declaration and Programme of Action, in line with its mandate, OP1. Requests the Secretary-General of the United Nations to examine the challenges that have impeded the work of the Group of Five Independent Eminent Experts with a view to enhancing the effectiveness of this mechanism in order to discharge its mandate fully in following up on the implementation of the Durban Declaration and Programme of Action and in this regard, requests that the Human Rights Council take appropriate action in line with its process of review, rationalisation and improvement of mandates, OP2. Endorses the report of the Working Group of Experts on Peoples of African Descent, in particular its work plan for 2009-2011, and furthermore, calls on the Office of the High Commission for Human Rights to avail the necessary resources and support to enable the Working Group to fully discharge its mandate, in particular, the undertaking of country visits and holding of public meetings with Peoples of African Descent in the Diaspora, OP3. Welcomes the report of the Sixth Session of the Intergovernmental Working Group on the Follow-up and Effective Implementation of the Durban Declaration and Programme of Action and requests that the Group continue its important work of focusing on other critical areas and ensuring the effective implementation of the Durban Declaration and Programme of Action as mandated by Commission on Human Rights Resolution 2002/68 of 25 April 2002, OP4.
