« Outcome » to be presented by the Chairperson-Rapporteur of the Ad hoc Committee on complementary standards according to the Roadmap Outline for consultation In line with the Roadmap adopted by the Ad Hoc Committee on complementary standards on 19 December 2008 and further endorsed by the Human Rights Council through its resolution 10/30, the substance of the following action points will be discussed in relation with the scope, form and nature of the complementary standards to be elaborated. The Chairperson has deemed it useful to adopt a victim oriented approach when compiling, integrating and structuring the contributions. The “outcome” is composed of the first part, dedicated to definition of concepts as this is requested by several Member States and Groups, the second part, addresses action points applicable to victims of racism, racial discrimination, xenophobia and related intolerance, including their contemporary forms and manifestations, in general, and the third part addresses action points dealing with victims of racism, racial discrimination, xenophobia and related intolerance, including their contemporary forms and manifestations in specific situations. Definitions Some member States / Groups consider that the Ad Hoc Committee when elaborating complementary standards should introduce definitions for the following concepts: “Racism”, direct and indirect racial discrimination, xenophobia, “Islamophobia”, “Anti-Semitism” , “Christianophobia”, “ racial, ethnic and religious profiling”, “hate crimes” Action points on the elaboration of complementary standards applicable to victims or situations of racism, racial discrimination, xenophobia and related intolerance, including their contemporary forms and manifestations, in general: Monitoring procedures of CERD: National mechanisms: Modern information and communication technologies: Human rights education Advocacy and incitement to racial, ethnic, national and religious hatred: Discrimination based on religion or belief : Hate crimes: Racial, ethnic and religious profiling and measures to combat terrorism: Impunity for acts of racism, racial discrimination, xenophobia and related intolerance must: Reparation and remedy for victims of racism, racial discrimination, xenophobia and related intolerance: Intercultural and inter-religious dialogue Complementary standards to include additional essential and practical provisions related to the obligations of States: Action points applicable to victims of racism, racial discrimination, xenophobia and related intolerance, in specific situations Double and multiple forms of discrimination People under foreign occupation Genocide
