It is a century-longcommon aspirationof the humankindto live in a new peaceful and and prosperous world, free from aggression war. of Contrary to the expectations the humankind with the end of the cold war, the and due to the highhandedness world peace and security continuesdeteriorating of arbitrariness the superpower and all forms of conflicts. It is worth recalling that in the past, military attackswere launchedon a sovereign state on the pretext of "humanitarian intervention", and today, aggressionsand and evenjustified under the signboardof a interventionsare ever more undisguised "war on terror", infringing upon sovereigntyand killing a large number of innocent people. This reality requiresthe LN memberstatesto seriously review the responsibility and role of the LIN for maintainingthe international peaceand securitywith a view to taking appropriate practicalsteps. The deliberationon the issue of "Responsibilityto protect" is, in our view, also linked to enhancingthe tIN's role for conflict iesolution. Nevertheless, is so this complicated and sensitive as it is based on the concept of "humanitarian intervention" which was alreadyrejectedat the United Nations. Today, many countriesare expressing concernover the "Responsibilifyto protect,, calling for the internationalcommunity to intervenein thoie situationswhereby genocide,war crimes' ethnic cleansingand crimes againsthumanity arecommitted, by mobilizing all the coercivemeasures suchas use of force. The concernis, first of all, whetherthis theory is in conformity with the principles of respectfor sovereignty,equality and non-interferen* ir "ih.rr, internal affairs stipulatedin the LIN Charter. The international community can encourageand assist sovereign states in their effortsto fulfill its responsibility protecttheir own people, to but it cannotact like a masterin placeof their governments. Second concern is whether the military intervention can be as effective as envisagedby the "Responsibilityto Protect" in saving the lives of people and conflict resolutions. Ironically, the wars in Iraq and Afghanistan area testimonial to the fact that the military interventionsunder whatwer reasonshave always entailed ever more serioushttmanriehts violationsancl thus fi"rrther clevastate siftiation. the Last but not least, the third concern is that the concept of "Responsibilityto Protect" ^uy be used for justifying the interference the in internal affairs of weak and small countries. If this conceptis to really contributeto protectionof civilians, we shouldbe ableto apply it to massivekillings of innocentpeople in Afghanistan and Gaza without exception'Regretfully,thesecasescannotbe even tabled at the SecurityCouncil because the involvementof the superpower. This is the reality of we are facing today. I We hope that the abovementioned concerns in shouldbe addressed the courseof deliberations. Mr. President. My delegation is of the view that it is all the more urgent to take steps for fundamentalresolutionsof war and conflicts within the current framework rather than making a new protectionarrangement. To this end, just internationalrelationsbased on the principles of respectfor sovereignty, equality and non-interference others' internal affairs should be in established with no further delav. These principles stipulated in the UN Charter constitute a cornerstoneof the international relations,and the only world to be built basedon theseprincipleswill be free from dominationand subjugation, aggression wars. and At the same time, we have to encourage peaceful solution of presentconflicts through dialogue and negotiationswithout foreign interventionand reject all sorts of actsinstigatingconfrontation and conflicts. Mr. President. The Governmentof the DPRK will fulfill its responsibilityfor firmly safeguarding its sovereigntyand dignity from ever increasingmilrtary threatsof foreign forces, thus contributingactivelyto peaceand stabilityin Koreanpeninsula andbeyond.
