Explanation of Vote (EOV) by Philipines before the General Assembly 64th Session Vote on Report of Fact Finding Mission on Gaza Conflict New York( 5 November 2009 PHILIPPINE REPRESENTATIVE: Thank you Mr. President. The Philippines has always been unw avering in its strong support for the Middle East peace process based on a two-state solution with Israel and Palestine living side by side in peace, harmony and prosperity. It firmly believes that the promotion and protection of human rights of both Israeli and Palestinian civilians is a critical and crucial element for establishing a just and lasting peace in the region. In this regard, the Philippines welcomes the submission of the fact-finding mission of its report and the human rights situation in the Gaza. However, in the highest interest of truth, justice and due process, the report should be considered and studied seriously and carefully by the appropriate UN bodies acting within their respective mandates, as well as by all parties concerned. The Philippines supports the resolution and the missions report. In no case, however, should it be considered as a precedent. It should only apply to the Gaza situation as part of the Middle East conflict, which has long been on the agenda of the UN Security Council under chapter six of the UN charter.
