Explanation of Vote on Draft Resolution A/64/L.48 on the Goldstone Report February 26, 2010 NORWAY: Thank you, Mr. President. International humanitarian law and the protection of civilians in armed conflict are key issues of human dignity and of utmost importance to Norway. In a time where we see that civilian rights to protection under international humanitarian law is put under an increasing pressure due to the nature of modern conflict, it is our obligation to work to ensure that these rules are respected by all parties to a conflict and that all those responsible for violation of international human law are held accountable. We believe the main focus of the present draft resolution is relevant and constructive. We particular appreciate the focus on process as well as efforts by the main sponsors to address key concerns of many UN members, including Norway, and thereby obtaining broader support. The effectiveness of the message is significantly enhanced by this approach. Norway supports the main message of the resolution, that investigation by the parties should be independent and credible and comply with international standards. Further, we support the role of the UN Secretary-General in monitoring national investigations. For these reasons, Norway voted in favor of the resolution. Thank you, Mr. President.
