(Signed) Abdalmahmood Abdalhaleem Mohamad Permanent Representative 10-28481 (E) 250310 *1028481* S/2010/146 Annex to the letter dated 9 March 2010 from the Permanent Representative of the Sudan to the United Nations addressed to the President of the Security Council [Original: Arabic] Support for peace, development and unity in the Republic of the Sudan The Council of the League of Arab States at the ministerial level, Having considered the memorandum of the General Secretariat, the report on the activities of the General Secretariat between sessions, and the recommendation of the Political Affairs Committee; Having heard the presentation of the Head of Delegation of the Republic of the Sudan concerning ongoing efforts to achieve peace in Darfur and hold general elections in the Sudan; Reaffirming its respect for the sovereignty, territorial integrity and independence of the Sudan; calling upon all States to give practical expression to commitment to the foregoing and support efforts aimed at achieving peace throughout the Sudan; Reaffirming the resolutions adopted at previous Arab Summits in that regard, most recently those adopted at the 2009 Doha Summit, entitled respectively "Support for Peace, Development and Unity in the Sudan" and "Rejection of the decision of the Pre-Trial Chamber of the International Criminal Court regarding His Excellency President Omer Hassan A. Al-Bashir of the Republic of the Sudan"; Reaffirming the resolutions adopted at the 131st and 132nd sessions concerning support for peace, unity and development in the Republic of the Sudan, the resolution adopted at the 132nd session concerning the humanitarian situation in Darfur, and the El Fasher Declaration issued by the extraordinary meeting of the Council of the League of Arab States at the Permanent Representative Level, held in El Fasher on 14 February 2010; Taking note of the reports issued by regional and international organizations that point to an improvement in the humanitarian and security situation in Darfur and, in particular, the outcome of the African Union Summit on 31 January 2010; Welcoming the statement issued at the meeting on peace in the Sudan that was held by special envoys in the Rwandan capital, Kigali, on Saturday, 27 February 2010. That statement stresses, inter alia, the positive developments in and improvements to the humanitarian and security situations in Darfur, and calls for elections to be held on schedule in the Sudan and transition to a process of reconstruction and redevelopment in the Sudan; noting the impact of the meeting and, in particular, the call for transition to a reconstruction process in Darfur on Arab projects implemented on the ground in Darfur by the General Secretariat and the Government of the Sudan; Commending the efforts of the General Secretariat in convening the Arab Conference on Investment and Development in South Sudan, which was held in Juba on 23 February 2010, presided over by the First Vice-President of the Republic 2 10-28481 S/2010/146 and Head of Government of South Sudan, Mr. Salva Kiir Mayardit, and attended by the Secretary-General and some 100 representatives of joint Arab action organizations and the private sector; endorsing the joint statement issued at that Conference with a view to fostering a climate of peace, development, stability and unity in the Sudan; I. The situation in Darfur 1. Affirms its solidarity with the Sudan and its complete rejection of any attempt to diminish the sovereignty, unity, security or stability of the Sudan, or the symbols of its national sovereignty; Welcomes the Framework Agreement between the Government of the 2. Sudan and the Justice and Equality Movement that was signed in Doha on 23 February 2010 under the gracious auspices of His Highness Sheikh Hamad bin Khalifa Al-Thani, Emir of the State of Qatar; calls upon the groups in Darfur to unite themselves forthwith with the efforts to conclude, as soon as possible, a permanent peace settlement aimed at consolidating peace and stability in Darfur and encouraging the process of development and reconstruction; commends His Highness the Emir for extending his auspices to the Arab-African Ministerial Committee for the resolution of the crisis in Darfur; expresses its gratitude and appreciation to His Highness the Emir for his initiative and efforts to establish a development bank in Darfur with a capital of $2 billion, contributed by any States and organizations that wish to participate, in order to rebuild what was destroyed in the conflict and promote sustainable development in Darfur; Commends the efforts of the Governments of the Sudan and Chad to 3. normalize, foster and consolidate all aspects of their fraternal relations, as well as the initiative of the President of Chad, Mr. Idriss Deby Itno, with regard to the signature of the Framework Agreement between the Government of the Sudan and the Justice and Equality Movement; Expresses its support for the efforts of the Arab-African Ministerial 4. Committee presided over by the Prime Minister of Qatar, the Secretary-General of the League of Arab States and the Chairperson of the African Union Commission, in cooperation with the African Union-United Nations Joint Chief Mediator, with a view to arriving at a comprehensive and permanent peace agreement for Darfur in the context of the peace negotiations currently taking place in Doha; Expresses its appreciation for the intensive efforts of the State of Qatar 5. in extending its auspices to the negotiations; the efforts of the Great Socialist People's Libyan Arab Jamahiriya and the Arab Republic of Egypt in contributing to bringing together the negotiating positions of the armed rebel movements of Darfur towards a comprehensive and permanent peace agreement in Darfur; and the efforts of the Arab States in supporting the negotiations; Expresses its appreciation for the efforts and communications undertaken 6. by the Secretary-General in following up the resolutions adopted at the Arab Summit in Doha in March 2009, which support peace, development and unity in the Sudan and reject the decision of the Pre-Trial Chamber of the International Criminal Court; requests the Secretary-General to further pursue those efforts and contacts; 7. Commends the efforts of the League of Arab States and its SecretaryGeneral, and the action undertaken by the League to bring peace to the Sudan; 10-28481 3 S/2010/146 requests the Secretary-General to continue to coordinate the positions of the League of Arab States, the African Union, the Organization of the Islamic Conference and the Non-Aligned Movement, with a view to supporting the peace negotiations in Doha, improving the security and humanitarian situation in Darfur, and addressing any negative impact on stability in the Sudan; and requests the Secretary-General to follow up those efforts and submit a report on that issue to the Council at its forthcoming session; II. The humanitarian situation in Darfur 1. Welcomes the visit of the Council of the League of Arab States to three provinces of Darfur; the launching of projects implemented by the League of Arab States to open villages for voluntary return; the historic meeting of the Council of the League at the delegates level in Darfur in implementation of resolution 7093, which was adopted by the Council of the League at the ministerial level at its 132nd ordinary session on 9 September 2009; commends the efforts of the Government of the Sudan to bear the administrative costs of the voluntary return projects implemented by the League in Darfur; Notes that the direct role of Arab States in promoting development in 2. Darfur has expanded; commends the efforts made by the League of Arab States, and the efforts made to implement the mutual commitments of the Sudan and Arab States and funds, as agreed at the Arab Conference to address the humanitarian situation in Darfur; expresses its appreciation to the States that have fulfilled their commitments; and calls on Member States to continue their efforts to improve the humanitarian situation in Darfur; 3. Expresses appreciation for the efforts of the joint body formed by the League of Arab States and the Government of the Sudan, and requests it to continue its work of implementing programmes in support of an improved humanitarian situation and voluntary return, including the dispatch of mobile clinics to the three provinces of Darfur; stresses the importance of that body continuing its work, and of continued support for the League of Arab States initiative to provide basic services to the villages of Darfur as well as direct humanitarian assistance in order to encourage voluntary return; Welcomes the steady improvement in the security and humanitarian 4. situation in all parts of Darfur, and expresses appreciation for the energetic efforts exerted in that regard by the Government of the Sudan in cooperation with the Arab States, the General Secretariat of the League of Arab States, and regional and international organizations; Expresses support for the efforts of the Government of the Sudan to 5. improve the humanitarian situation in Darfur and for programmes for the voluntary return of displaced persons to their home villages; Expresses gratitude to those Arab States that have paid their contributions 6. to the fund for the African Union forces, which was redirected towards humanitarian support by a decision of the Damascus Summit and has been instrumental in the provision of essential services to villages that have been opened up to voluntary return; calls on those States that have not yet done so to make good on their pledges in a timely fashion, in order to permit voluntary return programmes to continue; 4 10-28481 S/2010/146 7. Expresses gratitude to those Arab States that have fulfilled their pledges under the Doha Declaration to provide monthly support to ease the burdens of victims in Darfur and urges the rest of the Arab States to pay their share of that financial support, which the Doha Summit decided should be set at $8 million per month for a period of one year; Expresses gratitude to the Secretary-General of the League of Arab States 8. for his energetic and unprecedented efforts to address the humanitarian situation in Darfur, and requests the General Secretariat to submit to the next Arab Summit, scheduled for March 2010, a full report on Arab efforts in that regard, including the vision of the League of Arab States for the future continuation of those efforts; III. Elections in the Sudan 1. Calls on the General Secretariat to continue its efforts in conjunction with the Government of the Sudan in support of implementation of the Comprehensive Peace Agreement, including its call to make unity an attractive option, and address any obstacles to its implementation; stresses the need to support ongoing efforts to ensure that the general elections are conducted as planned in April 2010; Expresses support for the efforts of the Government of the Sudan to hold 2. general elections in April 2010 and lay a foundation for stability in the Sudan; 3. Welcomes participation by the General Secretariat of the League of Arab States in a monitoring team for the elections in the Sudan; IV. South Sudan 1. Calls on the Sudanese peace partners and all Sudanese political forces to work to make Sudanese unity an attractive option, in accordance with the Comprehensive Peace Agreement; Welcomes the political will of the Sudanese peace partners to implement 2. the Comprehensive Peace Agreement and their ongoing efforts to hold general elections in the country in April 2010; Welcomes the outcome of the Arab Conference for Investment and 3. Development in South Sudan that was held in Juba on 23 February 2010, and expresses its gratitude to the joint Arab action organizations, investors and Arab business people who took part in that Conference; calls on the joint body that comprises the Government of the Sudan, the government of South Sudan and the General Secretariat to implement the recommendations of that conference; Calls on Arab civil society organizations and the sporting and cultural 4. sectors to hold literary, cultural and sporting activities in South Sudan in order to give impetus to efforts to achieve peace and security throughout the Sudan; Requests the General Secretariat to call on member States, the Arab 5. Monetary Fund and the relevant Arab funding institutions to hold a conference to consider how best to handle debts owed to them by the Sudan in order to support the peace process and stimulate development and reconstruction efforts throughout the Sudan. 10-28481 5
