On instructions from my Government, I have the honour to transmit herewith a complaint against Israeli enemy forces who, on 20 September 2010, fired in the direction of Lebanese Army soldiers (see annex). I should be grateful if you would have this letter and its annex circulated as a document of the sixty-fifth session of the General Assembly, under agenda item 36, and of the Security Council. Annex to the identical letters dated 1 October 2010 from the Permanent Representative of Lebanon to the United Nations addressed to the Secretary-General and the President of the Security Council
Lebanese Republic Ministry of Foreign Affairs and Emigrants At 1935 hours on 20 September 2010, Israeli enemy forces opposite the Lebanese Army Tall Ghaba`in position on the outskirts of Duhaira fired some 12 rounds over Lebanese territory in the direction of soldiers who were fortifying the position. That act of aggression constitutes a flagrant violation of Lebanese sovereignty, international law and Security Council resolution 1701 (2006), and a threat to international peace and security.
