The Advisory Committee on Administrative and Budgetary Questions has considered an advance version of the report of the Secretary-General on the revised estimates resulting from resolutions and decisions adopted by the Human Rights Council at its fifteenth session (A/65/333/Add.1). During its consideration of the report, the Committee met with representatives of the Secretary-General, who provided additional information and clarification. 2. The report of the Secretary-General complies with the procedure approved in part V of General Assembly resolution 63/263, in which the Assembly endorsed the conclusions and recommendations of the Advisory Committee (see A/63/629, para. 10) as to the merit of annual presentations of revised estimates arising from resolutions and decisions adopted by the Human Rights Council (see para. 8 below). 3. The Advisory Committee notes that the Council, at its fifteenth session in 2010, adopted six resolutions and two decisions that give rise to a total requirement of $10,013,600 (net), of which $7,911,400 relates to the biennium 2010-2011 and $2,102,200 relates to the biennium 2012-2013. In the report of the SecretaryGeneral, detailed information on the additional requirements under each resolution and decision is provided in section II and the requirements (new and perennial) related to the fifteenth session are summarized in annexes I and II. 4. The Secretary-General indicates that the addendum to his report on revised estimates resulting from resolutions and decisions adopted by the Human Rights Council (A/65/333/Add.1) is being submitted because some of the resolutions adopted by the Human Rights Council at its fifteenth session, held from 13 September to 1 October 2010, require immediate action and their implementation requires 10-65694 (E) 301110 *1065694* A/65/548/Add.1 additional resources, including resources for conference services for meetings that are not included in the calendar of conferences. 5. For the biennium 2010-2011, an amount of $4,622,000 (net) is estimated for the implementation of the activities of a perennial nature called for in Human Rights Council resolutions 15/2, 15/8, 15/12, 15/14, 15/15, 15/18, 15/20, 15/22, 15/24, 15/27 and 15/28 and in the President's statement PRST/15/1, provision for which has already been made in the programme budget for the biennium 2010-2011. New mandate requirements resulting from resolutions 15/6, 15/7, 15/18 (partly new), 15/21, 15/23 and 15/26 and decisions 15/116 and 15/117 estimated at $3,289,400 (net), to be offset by $147,100 under income section 1, Income from staff assessment, have not been made in the programme budget for the biennium 2010-2011. It is the intention of the Secretary-General to accommodate the amount of $967,500 (net) from within the existing appropriation for the programme budget for the biennium 2010-2011 and the balance of the amount of $2,321,900 (net) under the provisions of the contingency fund for the biennium 2010-2011. 6. For the biennium 2012-2013, resolutions 15/7, 15/21, 15/23 and 15/26 give rise to new resources in the amount of $2,102,200 (net), and $136,500 for staff assessment offset by an equivalent amount under income section 1, Income from staff assessment. The Advisory Committee notes that these resources will be considered in the context of the proposed programme budget for the biennium 2012-2013. 7. The Secretary-General, in paragraphs 28 to 30 of his report, provides an explanation on the additional resources requested in support of resolution 15/23 on elimination of discrimination against women. Upon enquiry, the Advisory Committee was provided with a description of the proposed staffing functions in this connection, which indicated that some of the tasks of the proposed P-4 and P-3 posts overlap. The Advisory Committee therefore recommends resources for the establishment, under general temporary assistance, of one P-4, one P-2 and one General Service (Other level) posts, as well as for consultant services for the duration of nine months in connection with the adoption of resolution 15/23 on elimination of discrimination against women. 8. The Advisory Committee is cognizant of the time lag between the adoption of Human Rights Council resolutions and decisions and the subsequent ex post facto approval by the General Assembly of the related resource requirements. In this connection, the Committee recalls its recommendation that the current modalities for consideration of the financial requirements arising from resolutions and decisions of the Council be maintained, albeit on an annual basis (see A/63/629, para. 10). The Advisory Committee recommends that the Secretary-General give consideration to exploring options aimed at streamlining and synchronizing the resource requests related to the resolutions and decisions of the Human Rights Council with the resources requested in relation to the biennial proposed programme budget of the Secretariat. 9. The Advisory Committee recommends approval of the proposals of the Secretary-General (see A/65/333/Add.1, paras. 41-47), subject to its observations and recommendations in paragraph 7 above. 2 10-65694
