The Human Rights situation in Darfur

to Draft resolution A/ HRC/ S-4/L.1
Tabled by Algeria in the name of the African Group – 

1st PP
1st line add after “15 March 2006”the following OP 10, provided for the Council to “to able to hold special session when needed, at request of a member of the Council with the support of one Mind of the membership of the Council”

2. Add new  PP 1 (bis) as follows :
“Recalling Decision n° 2/115 of the second session of the Human Rights Council on Darfur;

 3. PP 2 (present number)

Line 1: delete “to continue”

4. OP 1
Line 1 : delete “grave”
Lines 2 to 5 : delete the expression “…and calls for an immediate end…” until end of OP1 and replace by the following “despite the conclusion of the Darfur Peace Agreement (DPA) which some parties have yet to sign ;”

5. OP 2 
4th line : add at end of para. The following “and also calls on the parties who did not sign the DPA to do so and on all parties to observe the cease-fire ;”
6. Add new OP 2 (bis) as follows :
“Calls upon the international community at large and on the donor countries and peace partners in particular to honour their pledges of support inter alia to AMIS whose mandates has recently been extended and to provide urgent and adequate financial and technical assistance to the Government of the Sudan and to the relevant state and non-state agencies in the promotion and protection of human rights ;”

1st line : after “headed by…“ insert the following  : “the President of the Council and to include the members of the Bureau and the regional group coordinators members of the Council as well as …” and return to original text of OP 3 (“…the Special Rapporteur …”) until end of para.
