Bolton, U.S. Representative to the United Nations, on Iran and Other Matters, at the Security Council Stakeout, March 13, 2006 Ambassador Bolton:  As I was asked on the way in this morning, yes, we had another Perm 5 meeting this morning continuing consultations on Iran and we will meet again tomorrow.  But as I have said before, I really don’t want to get into the specifics of what we have been discussing but we did have another meeting this morning. Reporter:  (Inaudible)  to at least review? Ambassador Bolton:  Well, I think in part that will depend on the discussions tomorrow. But we have a sense of urgency about this, although we are going to proceed in a deliberate and prudent fashion.  The fact is that Iran is enriching uranium, that they are continuing to try and perfect their command of the nuclear fuel cycle, and we are quite concerned about what they are actually doing.  So there is need to move expeditiously here.  Reporter:  When do you expect a meeting of the full council? Ambassador Bolton:  Among other questions I don’t answer, I never predict the timing of Security Council action, having been uniformly wrong every time I have tried in the past. Reporter:  Ambassador, how do you read the signals from Iran, probably contradictory signals at certain levels? Ambassador Bolton: I think Iran continues to defy the international community by continuing to try and acquire mastery over the nuclear fuel cycle as part of its effort to get nuclear weapons.  I don’t see any evidence at all that they intend to comply with the relevant IAEA resolutions.  Reporter:  As a follow up, some of the Iranian officials supposedly are thinking of a dialogue with Iran.  Do you think it is about time to have a dialogue with the United States? Ambassador Bolton:  I don’t think we have anything to say to the Iranians.  Reporter:  Are you even closer to an agreement among the P5 on a statement? Ambassador Bolton:  We are still in consultations.  Reporter:  How much unity is there among the P5, you feel, on Iran? Ambassador Bolton:  We are still in consultations.  Go ahead, try again, go ahead.  (laughter)  Reporter:  Is it a paper tiger?  Whatever statement the Council, not this time, but down the road since there are major disagreements on P5 measures- Ambassador Bolton:  I just don’t think you can answer that question at that point.  We will take this one step at a time, which is what we are doing now. Reporter:  On the Human Rights Council, any changes there? Ambassador Bolton:  Not that I know of.  Anything else?  Okay, see you a little bit later.
