Bolton, U.S. Representative to the United Nations, on the introduction of the report of the Secretary General, “Investing in the United Nations: for a stronger Organization worldwide”, in the General Assembly, March 7, 2006 Thank you very much, Mr. President.  We too welcome the report of the Secretary General and we know that he has called, in his words, for a radical overhaul of the entire Secretariat and for a thorough strategic refit of the Secretariat.  We endorse those objectives, those are our objectives, and there will be considerable hard work ahead to achieve them.  But I must say, Mr. President, it’s surprising to the United States to find today, when we were told previously that the only speakers here today would be the Secretary General, to find that others were invited to speak as well and we were not informed.  We believe that consideration of the Secretary General’s report in the first instance belongs to the plenary of the General Assembly, which will in turn make decisions as to how to allocate it among the relevant committees of the General Assembly in the judgment of the General Assembly.  And we hope that this procedural difficulty at the outset, which might have been avoided with consultation, does not mark our work ahead.  This work is too important to be caught up in procedural wrangles in this body.  Thank you, Mr. President.
