Minutes of the Human Rights Council Bureau 24 October 2014 On 24 October 2014, the Bureau held a meeting to discuss: (1) Drawing by lots of the list of speakers for the twentieth session of the Universal Periodic Review Working Group and (2) AOB. Drawing by lots of the list of speakers for the twentieth session of the Universal Periodic Review Working Group In conformity with the modalities set forth in Council decision 17/119, the Bureau proceeded to the drawing by lots of the lists of speakers for the twentieth session of the Universal Periodic review Working Group to be held from 27 October to 7 November. The lists have been circulated to all Permanent Missions by the Secretariat and posted on HRC Extranet. In this regard, the President informed the Bureau of his intention to remind all delegations of the need to comply with the existing practices and rules in relation to the UPR proceedings as reiterated in the letter dated 18 September 2013 by the President of Council in the seventh cycle. The President also reiterated that there should be no reprisals against persons who have cooperated with the United Nations, its representatives and mechanisms in the field of human rights, including in the context of the UPR. AOB Appointment of special procedures mandate holders: The President informed the Bureau of his request to the Consultative Group to provide him with a new recommendation for the mandate of the Independent Expert on the human rights situation in the Sudan. The President further informed the Bureau that he will conduct consultations after receiving the recommendation of the Consultative Group and before proceeding to the appointment of the mandate holder during the Organizational meeting to be held on 6 November 2014. Theme of the 2015 panel on the mainstreaming of human rights throughout the United Nations: The President referred to the letter he received from Chile and Uruguay on 14 October 2014 as well as the letter from the European Union of 22 October 2014. He also recalled the two suggestions he received for the theme of the 2015 panel on the mainstreaming of human rights throughout the United Nations from the Islamic Republic of Iran on behalf of the NAM and from Chile and Uruguay. He informed the Bureau of his intention to conduct more consultations on the issue before deciding on the theme. The Bureau expressed support for the President’s intention to continue his consultations on the issue. Upcoming mission of the President to the General Assembly to present the report of the Human Rights Council: The President informed the Bureau of his upcoming mission to the UN General Assembly in New York to present the report of the Council on 17 November. Extension of the deadline for the submission of nomination for the Chairperson of the Forum on Business and Human Rights: The President informed the Bureau that the deadline for nominations for the Chairperson of the 2014 Forum on Business and Human Rights was extended to 31 October 2014. Selection of troikas for the UPR sessions in 2015: The President reiterated that the organizational session to select members of the UPR troikas in 2015 should be held on January 9th, 2015, taking into account the availability of delegations, to allow for sufficient time between the selection of troikas and the twenty-first session of the UPR, the first one of 2015.
