Everyone in the world knows about the diplomatic dictatorship of the United States but it is fortunate and outrageous to see them transferring their convictions to other countries. The imperial dictatorship of the United States started as soon as the ethnic cleansing and the ___ of indigenous peoples. Hundreds of thousands of Africans were uprooted from their homes and enslaved and even lead to their deaths by the racist Anglo-Saxons who have always exercised hegemony and claim to impose their domination using false Messianic dogmas. Following history, if we look at the actions in the Caribbean and throughout Latin America, we see that there were disappeared persons, people who were tortured and politicians who were assassinated in our region. The situation in Guantanamo is one where an international center of torture is being maintained. The dictatorship of Washington in its imperial mission has killed millions of people in Southeast Asia and has manipulated the side episodes of September 11th to unleash their militarist aggression and to carry out spying of their own citizens who are being monitored and watched more than ever before. There is no place in the world where more people are dying than in Iraq, which is subjected to the aggression and occupation of the empire that has established this dictatorship there. So the High Commissioner should deal with dictators and should focus its work on this dictatorship, on this regime which continues its work from Washington. Thank you very much, Mr. President.
