[All interested delegations are invited to attend.] Announcements Security Council Daily informal briefings As from Wednesday, 4 January 2006, and for the rest of the month, the presidency of the Security Council will conduct informal briefings daily on the current work of the Council for Member States of the United Nations, which are non-members of the Council, except on days on which no informal consultations are scheduled. The briefings will take place immediately following the adjournment of the informal consultations. Prepared statements Speakers in the Security Council are advised that providing in advance copies of prepared statements which they intend to read out in the Council greatly facilitates the work of the Secretariat by permitting a sufficient number of copies to be distributed to all meeting participants and by assisting interpreters and verbatim reporters in maintaining the quality of the product delivered. Both interpretations and verbatim records rely upon the statement actually delivered, but copies of texts help interpreters to correctly render details and nuances and help verbatim reporters to produce the written record more quickly. Speakers are therefore encouraged, whenever possible, to provide copies of their statements, as early as possible in advance of delivery, to the Conference Officer in the Chamber. At the close of the meeting, the following communiqué was issued by the Secretary-General in accordance with rule 55 of the provisional rules of procedure of the Council: "On 26 January 2006, the Security Council, pursuant to annex II, sections A and B of resolution 1353 (2001), held its 5357th meeting in private with the troop-contributing countries to the United Nations Observer Mission in Georgia (UNOMIG). In accordance with its article 16, the Convention shall be open for signature by all States until 16 January 2008 at United Nations Headquarters in New York. The above Optional Protocol was adopted on 8 December 2005 during the 61st plenary meeting of the General Assembly by resolution 60/42 (A/RES/60/42). In accordance with its article IV, the Optional Protocol shall be open for signature by all States until 16 January 2007 at United Nations Headquarters in New York. Certified true copies of the Convention and Optional Protocol, of which the Arabic, Chinese, English, French, Russian and Spanish texts are equally authentic, will be prepared and will be transmitted to all States as soon as possible. The Secretary-General takes this opportunity to recall that, under established international practice, only Heads of State, Heads of Government or Ministers for Foreign Affairs are empowered, by virtue of their functions, to sign a treaty on behalf of a State without having to produce full powers to that effect. Other representatives wishing to sign a treaty must be in possession of appropriate full powers, which expressly authorize signature of a specified treaty by a named representative issued by one of these authorities.
