DRAFT PRST The Security Council expresses its grave concern about the continuation and intensification of violence in Israel and continued deterioration of the situation on the ground in the Occupied Palestinian Territory, including East Jerusalem, indiscriminate rocket attacks against Israel from Gaza and major especially in the Gaza Strip as the result of the escalation of Israeli reprisal military operations., especially indiscriminate shelling against the Gaza Strip, resulting in extensive human casualties and destruction and exacerbating the dire humanitarian situation, and the indiscriminate rocket attacks against Israel from Gaza. The Security Council condemns all acts of violence, including all acts of terror, provocation, incitement and destruction. The Security Council calls upon the Government of Israel to halt its military operations and to ensure that its responses are proportionate and do notits excessive use of force that endanger the Palestinian civilian population. It also calls upon both sides to act in conformity withthe Government of Israel to cease the practice of extrajudicial executions which contradict international law. The Security Council calls upon the Government of Israel to abide scrupulously by its legal obligations and responsibilities under the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War of 12 August 1949. The Security Council calls on the Palestinian Authority to take a clear public stance against violence and to take firm measures against the perpetrators of, including rocket attacks and suicide bombings. The Security Council urges both sides to refrain from any unilateral actions and from any steps which could further escalate the situation. The Security Council calls for renewed action in parallel by the Government of Israel and the Palestinian Authority on their obligations in accordance with the previous agreements – the Road Map and the Sharm El-Sheikh understandings – to ensure continued progress towards the creation of viable democratic, sovereign and contiguous Palestinian state living side by side with Israel in peace and security. The Security Council commends the efforts of the Quartet, recalls its support for statements of the Quartet, and looks forward to the Quartet's continued active engagement over the forthcoming period. The Security Council stresses the importance of, and the need to achieve, a just, comprehensive, and lasting peace in the Middle East, based on all its relevant resolutions including its resolutions 242 (1967), 338 (1973), 1397 (2002) and 1515 (2003), the Madrid terms of reference, the principle of land for peace and the Arab Peace Initiative adopted by the League of Arab States Summit in March 2002 in Beirut.   1
