Mr. Vitit MUNTARBHORN SR on the DPRK Thank you, Mr. President. The EU would like to thank you for your report and to commend your efforts in the fulfilment of your important mandate. As already stated today, the EU places great importance on the system of special procedures and a full and unconditional cooperation between States and the Special Procedures.The EU therefore deplores that the government of the Democratic People's Republic of Korea have not responded favourably to your request to visit the country and refused to cooperate with you. The EU would like to strongly encourage the Democratic People's Republic of Korea to extend its full and unreserved cooperation to the Special Rapporteur. 1.- We would like to hear your comments on possibilities, if any, to establish technical cooperation programmes in the field of human rights to tackle the ongoing violations and to build a legislative framework based on respect for human rights ? Has any progress been made in relation to child protection, to which you paid particular attention in your report? 2.- As you have underlined, access to food continues to be an issue of grave concern. In addition to the important work of the WFP resumed in May, what measures could the international community envisage in order to ensure effective distribution of food aid to all those in need? What measures could be taken in order to improve the access to different areas in the country and freedom of movement of NGO personnel? 3. After your visit in November 2005 to the Republic of Korea, you mentioned the “six-point-human-rights-formula” to be addressed to all concerned parties. Would you please comment more extensively on that? Thank you, Mr. President.
