In accordance with its annual programme of work, as considered on 5 December 2016 at the organizational session for its eleventh cycle, the Human Rights Council will GE.17-00759(E) A/HRC/34/1 hold its thirty-fourth session from 27 February to 24 March 2017 at the United Nations Office at Geneva. 2. In accordance with rule 8 (b) of the rules of procedure of the Human Rights Council (see sect. VII of the annex to Council resolution 5/1), the organizational meeting for the thirty-fourth session will be held on 13 February 2017. Agenda of the session 3. The agenda of the Human Rights Council is contained in section V of the annex to Council resolution 5/1. The Council will have before it the present annotations relating to items included in the agenda for the thirty-fourth session. Composition of the Human Rights Council 4. Bureau of the Human Rights Council 5. At its organizational session held on 5 December 2016, the Human Rights Council elected the following members of the Bureau for its eleventh cycle, which will run from 1 January to 31 December 2017: President Vice-Presidents Joaquín Alexander Maza Martelli (El Salvador) Amr Ramadan (Egypt) Shalva Tsiskarashvili (Georgia) Valentin Zellweger (Switzerland) Mouayed Saleh (Iraq) Review of the work and functioning of the Human Rights Council 6. Pursuant to paragraph 42 of the annex to Human Rights Council resolution 16/21, the Council shall hold a half-day panel discussion once a year to interact with heads of governing bodies and secretariats of United Nations agencies within their respective mandates on specific human rights themes with the objective of promoting the mainstreaming of human rights throughout the United Nations system (see annex). 7. At its organizational session, the Council decided that the theme of the 2017 panel discussion would be "The contribution of human rights to peacebuilding through the enhancement of dialogue and international cooperation for the promotion of human rights". 1 The term of membership of each State expires in the year indicated in parenthesis. 2 A/HRC/34/1 Selection and appointment of mandate holders 8. In accordance with paragraph 47 of the annex to Human Rights Council resolution 5/1 and the requirements set out in Council decision 6/102, the consultative group composed of Amr Ramadan (Egypt), Thani Thongphakdi (Thailand), Regina Maria Cordeiro Dunlop (Brazil), Elisabeth Laurin (France) and Filloreta Kodra (Albania) will propose to the President of the Council a list of candidates for the following mandates: the Special Rapporteur on the right to development, the Special Rapporteur on the rights to freedom of peaceful assembly and of association, and a member of the Working Group on Enforced or Involuntary Disappearances from Latin American and Caribbean States. 9. In accordance with the procedure stipulated in paragraphs 52 and 53 of the annex to Human Rights Council resolution 5/1, the appointment of special procedure mandate holders will be completed upon subsequent approval by the Council. The mandate holders in question will be appointed before the end of the thirty-fourth session. Selection and appointment of members of the Expert Mechanism on the Rights of Indigenous Peoples 10. In its resolution 6/36, the Human Rights Council decided to establish a subsidiary expert mechanism to provide it with thematic expertise on the rights of indigenous peoples in the manner and form requested by the Council. In its resolution 33/25, the Council decided to amend the mandate of the Expert Mechanism on the Rights of Indigenous Peoples. In the same resolution, it also decided that the Expert Mechanism shall consist of seven independent experts, one from each of the seven indigenous sociocultural regions, selected in accordance with the procedure established in paragraphs 39 to 53 of the annex to Council resolution 5/1. It further decided to introduce staggered terms for the membership of the Expert Mechanism. The Council strongly recommended that, in the selection and appointment process, due regard be given to recognized competence and experience in the rights of indigenous peoples, experts of indigenous origin and gender balance. 11. In accordance with paragraph 47 of the annex to Human Rights Council resolution 5/1 and the requirements set out in Council decision 6/102, the consultative group will propose to the President of the Council a list of candidates from which to select four independent experts of the Expert Mechanism from the following indigenous sociocultural regions: the Arctic, Asia, North America and the Pacific. Two independent experts who are members of the Expert Mechanism, one from Western European and other States and one from Asia-Pacific States, under the previous five-member composition will complete their tenures in March 2017. 12. In accordance with the procedure stipulated in resolution 6/36 and in paragraphs 52 and 53 of the annex to Human Rights Council resolution 5/1, the appointment of the abovementioned experts will be completed upon the subsequent approval of the Council before the end of the session. Election of members of the Human Rights Council Advisory Committee 13. At its thirty-fourth session, following the resignation of a member of the Human Rights Council Advisory Committee from the Group of Eastern European States, the Council will hold elections to replace that member. 14. Paragraph 70 of the annex to resolution 5/1 provides that the Human Rights Council shall elect the members of the Advisory Committee, in secret ballot, from the list of candidates whose names have been presented in accordance with the agreed requirements. 15. Pursuant to paragraph 67 of the annex to resolution 5/1, the Human Rights Council adopted decision 6/102 containing technical and objective requirements for the submission 3 A/HRC/34/1 of candidatures for members of the Advisory Committee with the aim of ensuring that the best possible expertise is made available to the Council. 16. In accordance with paragraph 71 of the annex to Human Rights Council resolution 5/1, the list of candidates for the vacant seat and relevant information have been made available to Member States and to the public in a note by the Secretary-General (A/HRC/34/76). Report of the session 17. At the end of its thirty-fourth session, the Human Rights Council will have before it for adoption a draft report containing a technical summary of the proceedings of the session. 2. Annual report of the United Nations High Commissioner for Human Rights and reports of the Office of the High Commissioner and the Secretary-General 18. All reports of the United Nations High Commissioner for Human Rights, the Office of the High Commissioner (OHCHR) and the Secretary-General are submitted under agenda item 2, which remains an open-ended item throughout the session. The reports will be considered under the relevant agenda items, as appropriate. The specific time of their introduction will be reflected in the programme of work. Annual report of the United Nations High Commissioner for Human Rights 19. The Human Rights Council will consider the annual report of the High Commissioner, the reports on the activities of OHCHR in Guatemala and Honduras, and the report on the situation of human rights in Colombia (A/HRC/34/3 and Add.1-3). Question of human rights in Cyprus 20. Pursuant to its decision 2/102, the Human Rights Council will consider the report of OHCHR on the question of human rights in Cyprus (A/HRC/34/15). Situation of human rights in the Islamic Republic of Iran 21. Pursuant to General Assembly resolution 71/204, the Human Rights Council will consider the interim report of the Secretary-General on progress made in the implementation of that resolution, including options and recommendations to improve its implementation (A/HRC/34/77) (see para. 95 below). Special Fund established by the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment 22. Pursuant to General Assembly resolution 70/146, the Human Rights Council will consider the report of the Secretary-General on the operations of the Special Fund established by the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (A/HRC/34/16) (see paras. 63-64 below). United Nations Voluntary Fund for Victims of Torture 23. Pursuant to General Assembly resolution 70/146, the Human Rights Council will consider the report of the Secretary-General on the operations of the United Nations Voluntary Fund for Victims of Torture (A/HRC/34/17) (see paras. 63-64 below). 4 A/HRC/34/1 Conclusions and recommendations of special procedures 24. Pursuant to Commission on Human Rights resolution 2004/76 and Human Rights Council decision 2/102, the Council will have before it the report of the Secretary-General containing references to the conclusions and recommendations in the reports submitted by the special procedures (A/HRC/34/18). Effective implementation of international human rights instruments 25. Pursuant to its resolution 9/8, the Human Rights Council will have before it the report of the Secretary-General on measures taken to implement that resolution and on obstacles to its implementation, including recommendation for further improving the effectiveness of, harmonizing and reforming the treaty body system (A/HRC/34/19). Missing persons 26. The Human Rights Council will have before it a note by the Secretariat on the report of the Secretary-General on the implementation of General Assembly resolution 71/201 (A/HRC/34/22) (see para. 83 below). Promoting reconciliation, accountability and human rights in Sri Lanka 27. In its resolution 30/1, the Human Rights Council requested OHCHR to continue to assess progress on the implementation of its recommendations and other relevant processes related to reconciliation, accountability and human rights in Sri Lanka and to present to it at its thirty-fourth session a comprehensive report on the implementation of that resolution. The Council will consider the report of OHCHR (A/HRC/34/20). Question of the realization in all countries of economic, social and cultural rights 28. Pursuant to its resolution 31/5, the Human Rights Council will consider the annual report of the Secretary-General on the question of the realization in all countries of economic, social and cultural rights (A/HRC/34/25) (see para. 55 below). Rights of persons belonging to national or ethnic, religious and linguistic minorities 29. Pursuant to its resolution 31/13, the Human Rights Council will consider the annual report of the High Commissioner containing information on relevant developments of United Nations human rights bodies and mechanisms and on the activities undertaken by OHCHR that contribute to the promotion of and respect for the provisions of the Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities (A/HRC/34/21) (see paras. 69 and 99 below). Regional arrangements for the promotion and protection of human rights 30. In its resolution 30/3, the Human Rights Council requested the High Commissioner to hold, in 2016, a workshop on regional arrangements for the promotion and protection of human rights and to present to it, at its thirty-fourth session, a report containing a summary of the discussions held at that workshop. The Council will consider the report of the High Commissioner (A/HRC/34/23). Promoting international cooperation to support national human rights follow-up systems and processes 31. Pursuant to its resolution 30/25, the Human Rights Council will have before it the summary report of the High Commissioner on the intersessional panel discussion on promoting international cooperation to support national human rights follow-up systems 5 A/HRC/34/1 and processes, held during the twenty-sixth session of the Working Group on the Universal Periodic Review (A/HRC/34/24) (see para. 121 below). Rights of the child 32. Pursuant to its resolution 31/7, the Human Rights Council will consider the report of the High Commissioner on the theme "Protection of the rights of the child in the implementation of the 2030 Agenda for Sustainable Development", which will inform the annual full-day meeting on the rights of the child (A/HRC/34/27) (see paras. 71-75 below and annex). Rights of persons with disabilities 33. In its resolution 31/6, the Human Rights Council requested OHCHR, in preparing its annual study on the rights of persons with disabilities, to focus on article 5 of the Convention on the Rights of Persons with Disabilities, regarding equality and nondiscrimination. The Council will consider the report of OHCHR (A/HRC/34/26), which will also be made available in an easy-to-read version and in an accessible format (see paras. 79-80 below). Role of good governance in the promotion and protection of human rights 34. In its resolution 31/14, the Human Rights Council requested the High Commissioner to prepare a compilation of the activities and programmes of the United Nations system that contribute to the role of good governance in the promotion and protection of human rights, including its efforts to support States in the implementation of the 2030 Agenda for Sustainable Development in that context, and to submit it to the Council at its thirty-fourth session. The Council will consider the report of the High Commissioner (A/HRC/34/28) (see para. 88 below). Right to work 35. Pursuant to its resolution 31/15, the Human Rights Council will consider the report of the High Commissioner on the relationship between the realization of the right to work and the enjoyment of all human rights by women, with a particular emphasis on the empowerment of women, in accordance with States' respective obligations under international human rights law and the relevant major challenges and best practices in that regard (A/HRC/34/29) (see para. 60 below). Effects of terrorism on the enjoyment of all human rights 36. Pursuant to its resolution 31/30, the Human Rights Council will consider the report of the High Commissioner on the negative effects of terrorism on the enjoyment of all human rights and fundamental freedoms, particularly the right to life, liberty and security of person (A/HRC/34/30) (see para. 85 below). Protection of the human rights of migrants 37. In its resolution 32/14, the Human Rights Council requested the High Commissioner to continue to develop, as co-chair of the Global Migration Group Working Group on Migration, Human Rights and Gender, principles and practical guidance on the protection of the human rights of migrants in vulnerable situations within large and/or mixed movements, on the basis of existing legal norms, and to report thereon to the Council at its thirty-fourth session. The Council will consider the report of the High Commissioner (A/HRC/34/31) (see para. 78 below). 6 A/HRC/34/1 Mental health and human rights 38. Pursuant to its resolution 32/18, the Human Rights Council will consider the report of the High Commissioner on the integration of a human rights perspective into mental health and the realization of the human rights and fundamental freedoms of persons with mental health conditions or psychosocial disabilities, including persons using mental health and community services (A/HRC/34/32) (see para. 54 below). National policies and human rights 39. In its resolution 30/24, the Human Rights Council requested OHCHR to organize, prior to its thirty-second session, an expert workshop on effective, inclusive and participatory mechanisms and methodologies to mainstream human rights in the formulation and implementation of public policies, and to submit a summary report on the workshop, including any recommendations stemming therefrom. The Council will have before it the report of OHCHR (A/HRC/34/33) (see para. 120 below). Cooperation with and assistance to Ukraine in the field of human rights 40. In its resolution 32/29, the Human Rights Council invited the High Commissioner to continue to present orally to the States members of the Council and observers the findings of each of the reports of OHCHR on the situation of human rights in Ukraine, as part of the interactive dialogues, until the thirty-fifth session of the Council. The Council will hear the oral presentation of the High Commissioner (see para. 123 below). Technical assistance and capacity-building to improve human rights in Libya 41. In its resolution 31/27, the Human Rights Council requested the High Commissioner to present a written report to the Council at its thirty-fourth session during an interactive dialogue on the situation of human rights in Libya, including on the effectiveness of technical assistance and capacity-building measures received by the Government of Libya, and an assessment of further technical support or assistance needed to implement that resolution and the recommendations contained in the report of OHCHR on the investigation by the Office to address the situation of human rights in Libya. The Council will consider the report of the High Commissioner (A/HRC/34/42) (see para. 124 below). Technical assistance and capacity-building for Yemen in the field of human rights 42. Pursuant to its resolution 33/16, the Human Rights Council will hear the oral update of the High Commissioner on the situation of human rights in Yemen, and the developments in the implementation of that resolution (see para. 130 below). Situation of human rights in the Occupied Palestinian Territory, including East Jerusalem 43. Reference is made to the report of the High Commissioner on the situation of human rights in the Occupied Palestinian Territory, including East Jerusalem and the Gaza strip (A/HRC/34/36) (see para. 107 below). 44. Reference is also made to the report of the Secretary-General on the implementation of Human Rights Council resolution 31/34 (A/HRC/34/38) (see para. 108 below). Human rights in the occupied Syrian Golan 45. Reference is made to the report of the Secretary-General on the situation of human rights in the occupied Syrian Golan (A/HRC/34/37) (see para. 109 below). 7 A/HRC/34/1 Ensuring accountability and justice for all violations of international law in the Occupied Palestinian Territory, including East Jerusalem 46. Reference is made to the oral update of the High Commissioner on the progress of the review on the status of implementation of the recommendations addressed to all parties since 2009 by the relevant Council mechanisms (see para. 110 below). Israeli settlements in the Occupied Palestinian Territory, including East Jerusalem, and in the occupied Syrian Golan 47. Reference is made to the report of the Secretary-General on the implementation of Human Rights Council resolution 31/36 (A/HRC/34/39) (see para. 111 below). 48. Reference is also made to the request contained in paragraph 17 of Human Rights Council resolution 31/36 for a report of the High Commissioner (see para. 112 below). Combating intolerance, negative stereotyping and stigmatization of, and discrimination, incitement to violence and violence against, persons based on religion or belief 49. In its resolution 31/26, the Human Rights Council requested the High Commissioner to prepare a comprehensive follow-up report on the efforts made and measures taken for the implementation of the action plan outlined in that resolution, and views on potential followup measures for further improvement of the implementation of that plan. The Council will consider the report of the High Commissioner (A/HRC/34/35) (see para. 117 below). Technical cooperation in the field of human rights in Afghanistan 50. Pursuant to its decision 2/113 and resolution 14/15, the Human Rights Council will consider the report of the High Commissioner on the situation of human rights in Afghanistan and technical assistance achievements in the field of human rights in 2016 (A/HRC/34/41) (see para. 127 below). Strengthening technical cooperation and advisory services for Guinea 51. In its resolution 31/29, the Human Rights Council invited the High Commissioner to report to the Council at its thirty-fourth session on the evaluation of the situation of human rights and the activities of OHCHR in Guinea, and decided to organize, also at its thirtyfourth session, an interactive dialogue on the implementation of that resolution. The Council will consider the report of the High Commissioner (A/HRC/34/43) (see para. 128 below). Enhancement of technical cooperation and capacity-building in the field of human rights 52. Pursuant to its resolution 33/28, the Human Rights Council will hear the annual oral presentation of the High Commissioner, under agenda item 10, on the overview of and successes, best practices and challenges in technical assistance and capacity-building efforts, particularly those provided by OHCHR and relevant United Nations agencies (see para. 119 below). 8 A/HRC/34/1 3. Promotion and protection of all human rights, civil, political, economic, social and cultural rights, including the right to development Economic, social and cultural rights Access to medicines in the context of the right of everyone to the enjoyment of the highest attainable standard of physical and mental health 53. Pursuant to its resolution 32/15, the Human Rights Council will convene a panel discussion to exchange views on good practices and key challenges relevant to access to medicines as one of the fundamental elements of the right of everyone to the enjoyment of the highest attainable standard of physical and mental health (see annex). Mental health and human rights 54. Reference is made to the report of the High Commissioner on the integration of a human rights perspective into mental health and the realization of the human rights and fundamental freedoms of persons with mental health conditions or psychosocial disabilities (A/HRC/34/32) (see para. 38 above). Question of the realization in all countries of economic, social and cultural rights 55. Reference is made to the report of the Secretary-General on the realization in all countries of economic, social and cultural rights (A/HRC/34/25) (see para. 28 above). Right to food 56. In its resolution 31/10, the Human Rights Council requested the Special Rapporteur on the right to food to submit to it at its thirty-fourth session a report on the implementation of that resolution. Additionally, in its resolution 32/8, the Council decided to extend the mandate of the Special Rapporteur for a period of three years and requested the Special Rapporteur to report annually on the implementation of the mandate. The Council will consider the report of the mandate holder, Hilal Elver (A/HRC/34/48 and Add.1-2). Adequate housing as a component of the right to an adequate standard of living 57. Pursuant to its resolution 25/17, the Human Rights Council will consider the report of the Special Rapporteur on adequate housing as a component of the right to an adequate standard of living, and on the right to non-discrimination in this context, Leilani Farha (A/HRC/34/51 and Add.1-2). Promotion of the enjoyment of the cultural rights of everyone and respect for cultural diversity 58. Pursuant to its resolution 28/9, the Human Rights Council will consider the report of the Special Rapporteur in the field of cultural rights, Karima Bennoune (A/HRC/34/56 and Add.1-2). Effects of foreign debt and other related international financial obligations of States on the full enjoyment of all human rights 59. Pursuant to its resolution 31/11, the Human Rights Council will consider the report of the Independent Expert on the effects of foreign debt and other related international financial obligations of States on the full enjoyment of all human rights, particularly economic, social and cultural rights, Juan Pablo Bohoslavsky (A/HRC/34/57 and Add.1). 9 A/HRC/34/1 Right to work 60. Reference is made to the report of the High Commissioner on the relationship between the realization of the right to work and the enjoyment of all human rights by women (A/HRC/34/29) (see para. 35 above). Civil and political rights Question of the death penalty 61. In its resolution 26/2, the Human Rights Council decided to convene biennial highlevel panel discussions to further exchange views on the question of the death penalty. Pursuant to its resolution 30/5, the Council decided that the discussion to be held at its thirty-fourth session would address human rights violations related to the use of the death penalty, in particular with respect to the prohibition of torture and other cruel, inhuman or degrading treatment or punishment (see annex). Freedom of religion or belief 62. In its resolution 31/16, the Human Rights Council decided to extend the mandate of the Special Rapporteur on freedom of religion or belief for a period of three years and requested the Special Rapporteur to report annually to the Council. The Council will consider the report of the new mandate holder, Ahmed Shaheed (A/HRC/34/50 and Add.1). Torture and other cruel, inhuman or degrading treatment or punishment 63. Pursuant to its resolution 25/13, the Human Rights Council will consider the report of the new Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment, Nils Melzer (A/HRC/34/54 and Add.1-4). 64. Reference is also made to the reports of the Secretary-General on the operations of the United Nations Voluntary Fund for Victims of Torture (A/HRC/34/17) and on the operations of the Special Fund established by the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (A/HRC/34/16) (see paras. 22-23 above). Right to privacy in the digital age 65. Pursuant to its resolution 28/16, the Human Rights Council will consider the report of the Special Rapporteur on the right to privacy, Joseph Cannataci (A/HRC/34/60 and Add.1). Truth, justice, reparation and guarantees of non-recurrence 66. Pursuant to its resolution 27/3, the Human Rights Council will consider the report of the Special Rapporteur on the promotion of truth, justice, reparation and guarantees of nonrecurrence, Pablo de Greiff (A/HRC/34/62 and Add.1). Rights of peoples, and of specific groups and individuals Human rights defenders 67. Pursuant to its resolution 25/18, the Human Rights Council will consider the report of the Special Rapporteur on the situation of human rights defenders, Michel Forst (A/HRC/34/52 and Add.1-3). 10 A/HRC/34/1 Minority issues 68. In its resolution 25/5, the Human Rights Council requested the Special Rapporteur on minority issues to submit an annual report on her activities. It also requested the Special Rapporteur to guide the work of the Forum on Minority Issues, prepare its annual meetings, report on its thematic recommendations and make recommendations for future thematic subjects. The Council will consider the report of the Special Rapporteur, Rita Izsák-Ndiaye (A/HRC/34/53 and Add.1-3). 69. Reference is made to the report of the High Commissioner on the rights of persons belonging to national or ethnic, religious and linguistic minorities (A/HRC/34/21) (see para. 29 above). 70. Reference is also made to the recommendations made by the Forum on Minority Issues at its ninth session (A/HRC/34/68) (see para. 99 below). Rights of the child 71. Pursuant to its resolution 25/6, the Human Rights Council will consider the report of the Special Rapporteur on the sale of children, child prostitution and child pornography, Maud de Boer-Buquicchio (A/HRC/34/55 and Add.1). 72. In its resolution 71/177, the General Assembly requested the Special Representative of the Secretary-General for Children and Armed Conflict to continue to submit reports to the Council on the activities undertaken in fulfilling her mandate. The Council will consider the report of the Special Representative, Leila Zerrougui (A/HRC/34/44). 73. Also in resolution 71/177, the General Assembly requested the Special Representative of the Secretary-General on Violence against Children to continue to submit annual reports to the Council on the activities undertaken in fulfilling her mandate. The Council will consider the report of the Special Representative, Marta Santos Pais (A/HRC/34/45). 74. Pursuant to its resolution 31/7, the Human Rights Council will focus its annual fullday meeting on the rights of the child on the theme "Protection of the rights of the child in the implementation of the 2030 Agenda for Sustainable Development", which will be informed by the report of the High Commissioner thereon (A/HRC/34/27) (see para. 32 above and annex). 75. Reference is made to the panel discussion on the adverse impact of climate change on States' effortsto realize the rightsof the child (see para. 81 below and annex). Preventable maternal mortality and morbidity and human rights 76. Pursuant to its resolution 33/18, the Human Rights Council will convene a panel discussion on preventable maternal mortality and morbidity as a human rights priority for all States, including in the context of the implementation of the 2030 Agenda for Sustainable Development (see annex). Protection of the human rights of migrants 77. Pursuant to its resolution 32/14, the Human Rights Council will hold an enhanced interactive dialogue on the theme "The human rights of migrants in the context of large movement". 78. Reference is made to the report of the High Commissioner on principles and practical guidance on the protection of the human rights of migrants in vulnerable situations within large and/or mixed movements (A/HRC/34/31) (see para. 37 above). 11 A/HRC/34/1 Human rights of persons with disabilities 79. Pursuant to its resolution 26/20, the Human Rights Council will consider the report of the Special Rapporteur on the rights of persons with disabilities, Catalina Devandas Aguilar (A/HRC/34/58 and Add.1-2). 80. In its resolution 31/6, the Council decided that its next annual interactive debate on the rights of persons with disabilities would be held at its thirty-fourth session and that it would focus on article 5 of the Convention on the Rights of Persons with Disabilities, regarding equality and non-discrimination. The debate will be informed by the study of OHCHR thereon (A/HRC/34/26) (see para. 33 above and annex). Human rights and climate change 81. In its resolution 32/33, the Human Rights Council decided to incorporate into its programme of work for the thirty-fourth session a panel discussion on the adverse impact of climate change on States' efforts to realize the rights of the child and related policies, lessons learned and good practices (see para. 75 above and annex). Rights of persons with albinism 82. Pursuant to its resolution 28/6, the Human Rights Council will consider the report of the Independent Expert on the enjoyment of human rights by persons with albinism, Ikponwosa Ero (A/HRC/34/59 and Add.1-2). Missing persons 83. Reference is made to the note by the Secretariat on the report of the SecretaryGeneral on missing persons (A/HRC/34/22) (see para. 26 above). Interrelation of human rights and human rights thematic issues Protection of human rights and fundamental freedoms while countering terrorism 84. In its resolution 31/3, the Human Rights Council decided to extend the mandate of the Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism for a period of three years in the same terms as provided for by the Council in its resolution 22/8. The Council will consider the report of the Special Rapporteur, Ben Emmerson (A/HRC/34/61). Effects of terrorism on the enjoyment of all human rights 85. Reference is made to the report of the High Commissioner on the negative effects of terrorism on the enjoyment of all human rights and fundamental freedoms (A/HRC/34/30) (see para. 36 above). Elaboration of an international legally binding instrument on transnational corporations and other business enterprises with respect to human rights 86. Pursuant to its resolution 26/9, the Human Rights Council will consider the report of the open-ended intergovernmental working group on transnational corporations and other business enterprises with respect to human rights on its second session, held from 24 to 28 October 2016 (A/HRC/34/47). Human rights and the environment 87. Pursuant to its resolution 28/11, the Human Rights Council will consider the annual report of the Special Rapporteur on the issue of human rights obligations relating to the 12 A/HRC/34/1 enjoyment of a safe, clean, healthy and sustainable environment, John Knox (A/HRC/34/49 and Add.1). Role of good governance in the promotion and protection of human rights 88. Reference is made to the report of the High Commissioner on the activities and programmes of the United Nations system that contribute to the role of good governance in the promotion and protection of human rights (A/HRC/34/28) (see para. 34 above). Human rights, democracy and the rule of law 89. Reference is made to the report of the Forum on Human Rights, Democracy and the Rule of Law (A/HRC/34/46) (see para. 103 below). 4. Human rights situations that require the Council's attention Human rights situation in the Syrian Arab Republic 90. Pursuant to its resolution 33/23, the Human Rights Council will convene a highlevel panel discussion on the situation of human rights in the Syrian Arab Republic (see annex). 91. In its resolution 31/17, the Human Rights Council decided to extend for one year the mandate of the Independent International Commission of Inquiry on the Syrian Arab Republic established in its resolution S-17/1 to investigate all alleged violations of international human rights law since March 2011 in the Syrian Arab Republic, and requested the Commission of Inquiry to present written updated reports during the interactive dialogues at the thirty-third and thirty-fourth sessions of the Council. In its resolution S-25/1, the Council further requested the Commission of Inquiry to conduct a comprehensive, independent special inquiry into the events in Aleppo to, where possible, identify all those for whom there are reasonable grounds to believe that they are responsible for alleged violations and abuses of international human rights law, and to provide a full report of the findings of its special inquiry to the Council no later than at its thirty-fourth session. The Council will consider the report of the Commission of Inquiry (A/HRC/34/64). Situation of human rights in South Sudan 92. In its resolution 31/20, the Human Rights Council decided to establish the Commission on Human Rights in South Sudan to, inter alia, monitor and report on the situation of human rights in South Sudan and make recommendations for its improvement. In the same resolution, it requested the Commission to present a comprehensive written report, in an interactive dialogue, to the Council at its thirty-fourth session. The Council will consider the report of the Commission (A/HRC/34/63). Situation of human rights in Burundi 93. In its resolution 33/24, the Human Rights Council decided to create for a period of one year a commission of inquiry to, inter alia: conduct a thorough investigation into human rights violations and abuses in Burundi since April 2015, including on their extent and whether they may constitute international crimes, with a view to contributing to the fight against impunity; identify alleged perpetrators of human rights violations and abuses in Burundi with a view to ensuring full accountability; and present an oral briefing to the Council at its thirty-fourth session. The Council will hear the oral briefing of the commission of inquiry. 13 A/HRC/34/1 Situation of human rights in the Islamic Republic of Iran 94. In its resolution 31/19, the Human Rights Council decided to extend the mandate of the Special Rapporteur on the situation of human rights in the Islamic Republic of Iran for a further period of one year, and requested the Special Rapporteur to submit a report on the implementation of the mandate to the Council at its thirty-fourth session. The Council will consider the report of the new mandate holder, Asma Jahangir (A/HRC/34/65). 95. Reference is made to the report of the Secretary-General on progress made in the implementation of General Assembly resolution 71/204 (A/HRC/34/77) (see para. 21 above). Situation of human rights in the Democratic People's Republic of Korea 96. In its resolution 31/18, the Human Rights Council decided to extend the mandate of the Special Rapporteur on the situation of human rights in the Democratic People's Republic of Korea for a period of one year, and requested the High Commissioner to designate a maximum of two existing independent experts in support of the work of the Special Rapporteur, to focus on issues of accountability for human rights violations in the country, in particular where such violations amount to crimes against humanity. The Council will consider the report of the new mandate holder, Tomas Ojea Quintana, which will include the report of the group of independent experts on accountability (A/HRC/34/66 and Add.1). Situation of human rights in Myanmar 97. In its resolution 31/24, the Human Rights Council decided to extend for a further period of one year the mandate of the Special Rapporteur on the situation of human rights in Myanmar, and requested the Special Rapporteur to submit a progress report to the Council in accordance with its annual programme of work. The Council will consider the report of the Special Rapporteur, Yanghee Lee (A/HRC/34/67). Situation of human rights in Eritrea 98. In its resolution 32/24, the Human Rights Council decided to extend the mandate of the Special Rapporteur on the situation of human rights in Eritrea for one year, and requested the mandate holder to present an oral update to the Council at its thirty-fourth session. The Council will hear the oral update of the Special Rapporteur, Sheila B. Keetharuth. 5. Human rights bodies and mechanisms Forum on Minority Issues 99. In its resolution 6/15, the Human Rights Council decided to establish a Forum on Minority Issues to provide a platform for promoting dialogue and cooperation on issues pertaining to persons belonging to national or ethnic, religious and linguistic minorities. In its resolution 19/23, the Council renewed the mandate of the Forum and decided that it should continue to meet annually. The Council will consider the recommendations made by the Forum at its ninth session, held on 24 and 25 November 2016 (A/HRC/34/68) (see paras. 29 and 68-70 above). Special procedures 100. The Human Rights Council will have before it a note by the High Commissioner transmitting the report of the special rapporteurs, special representatives, independent 14 A/HRC/34/1 experts and chairs of working groups of the special procedures of the Council on their twenty-third meeting, held in Geneva from 6 to 10 June 2016 (A/HRC/34/34). 101. The Council will also consider the communications report of the special procedures (A/HRC/34/75). Social Forum 102. In its resolution 29/19, the Human Rights Council decided that the Social Forum would meet for three working days in 2016 and that, at its next meeting, it should focus on the promotion and full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, in the context of the tenth anniversary of the adoption of the Convention on the Rights of Persons with Disabilities. In the same resolution, the Council invited the 2016 Social Forum to submit to it, at its thirty-fourth session, a report containing conclusions and recommendations. The Council will consider the report on the meeting, which was held from 3 to 5 October 2016 (A/HRC/34/69). Forum on Human Rights, Democracy and the Rule of Law 103. In its resolution 28/14, the Human Rights Council decided to establish a forum on human rights, democracy and the rule of law to provide a platform for promoting dialogue and cooperation on issues pertaining to the relationship between these areas. The Forum should identify and analyse best practices, challenges and opportunities for States in their efforts to secure respect for human rights, democracy and the rule of law. The Council will consider the report of the Forum on its first session, held on 21 and 22 November 2016 (A/HRC/34/46). 6. Universal periodic review 104. In its resolution 5/1, the Human Rights Council established the universal periodic review mechanism as contained in section I of the annex to that resolution. The Working Group on the Universal Periodic Review held its twenty-sixth session from 31 October to 11 November 2016. At its thirty-fourth session, the Council will consider and adopt the final outcomes of the review of Togo (A/HRC/34/4), the Syrian Arab Republic (A/HRC/34/5), the Bolivarian Republic of Venezuela (A/HRC/34/6), Iceland (A/HRC/34/7), Zimbabwe (A/HRC/34/8), Lithuania (A/HRC/34/9), Uganda (A/HRC/34/10), Timor-Leste (A/HRC/34/11), the Republic of Moldova (A/HRC/34/12), South Sudan (A/HRC/34/13) and Haiti (A/HRC/34/14). 105. Pursuant to the Human Rights Council President's statement 9/2 on modalities and practices for the universal periodic review process, the outcomes of the review are adopted by the Council at its plenary session by a standardized decision. The outcomes comprise the report of the Working Group, the views of the State under review concerning the recommendations and/or conclusions, and the voluntary commitments made and replies presented by the State under review, before the adoption of the outcome by the plenary, to questions or issues that were not sufficiently addressed during the interactive dialogue in the Working Group. 7. Human rights situation in Palestine and other occupied Arab territories Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967 106. In accordance with its resolution 5/1 and decision 2/102, the Human Rights Council will consider the report of the new Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967, Stanley Michael Lynk (A/HRC/34/70). 15 A/HRC/34/1 Situation of human rights in the Occupied Palestinian Territory, including East Jerusalem 107. Pursuant to its resolutions S-9/1 and S-12/1, the Human Rights Council will consider the report of the High Commissioner concerning the situation of human rights in the Occupied Palestinian Territory, especially in relation to East Jerusalem and the Gaza Strip (A/HRC/34/36) (see para. 43 above). 108. The Council will also consider the report of the Secretary-General on the implementation of its resolution 31/34 on the human rights situation in the Occupied Palestinian Territory, including East Jerusalem (A/HRC/34/38) (see para. 44 above). Human rights in the occupied Syrian Golan 109. Pursuant to its resolution 31/25, the Human Rights Council will consider the report of the Secretary-General on the situation of human rights in the occupied Syrian Golan (A/HRC/34/37) (see para. 45 above). Ensuring accountability and justice for all violations of international law in the Occupied Palestinian Territory, including East Jerusalem 110. In its resolution 31/35, the Human Rights Council requested the High Commissioner to conduct a comprehensive review detailing the status of implementation of the recommendations addressed to all parties since 2009 by the relevant Council mechanisms, and to identify patterns of non-compliance, non-implementation and non-cooperation, to propose follow-up measures to ensure implementation, and to present an oral update on the progress of that review at its thirty-fourth session. The Council will hear the oral update of the High Commissioner (see para. 46 above). Israeli settlements in the Occupied Palestinian Territory, including East Jerusalem, and in the occupied Syrian Golan 111. The Council will consider the report of the Secretary-General on the implementation of its resolution 31/36 on Israeli settlements in the Occupied Palestinian Territory, including East Jerusalem, and in the occupied Syrian Golan (A/HRC/34/39) (see para. 47 above). 112. In its resolution 31/36, the Human Rights Council requested the High Commissioner, in follow-up to the report of the independent international fact-finding mission to investigate the implications of the Israeli settlements on the civil, political, economic, social and cultural rights of the Palestinian people throughout the Occupied Palestinian Territory, including East Jerusalem, to produce a database of all business enterprises involved in the activities detailed in paragraph 96 of the aforementioned report, and to transmit the data therein in the form of a report to the Council at its thirty-fourth session (A/HRC/34/40) (see para. 48 above). 8. Follow-up to and implementation of the Vienna Declaration and Programme of Action 113. 9. There are no reports to be submitted under agenda item 8. Racism, racial discrimination, xenophobia and related forms of intolerance, follow-up to and implementation of the Durban Declaration and Programme of Action Racism, racial discrimination, xenophobia and related intolerance 114. Pursuant to General Assembly resolution 71/181, the Human Rights Council will convene a debate on racial profiling and incitement to hatred, including in the context of 16 A/HRC/34/1 migration, during the commemoration of the International Day for the Elimination of Racial Discrimination (see annex). Elaboration of complementary standards to strengthen and update international instruments against racism, racial discrimination, xenophobia and related intolerance in all their aspects 115. Pursuant to its decision 3/103 and its resolution 21/30, the Human Rights Council will consider the report of the Ad Hoc Committee on the Elaboration of Complementary Standards to the International Convention on the Elimination of All Forms of Racial Discrimination on its eighth session, held from 17 to 28 October 2016 (A/HRC/34/71). 116. At is thirty-fourth session, the Human Rights Council will consider the report of the Intergovernmental Working Group on the Effective Implementation of the Durban Declaration and Programme of Action on its fourteenth session, held from 5 to 14 October 2016 (A/HRC/34/78). Combating intolerance, negative stereotyping and stigmatization of, and discrimination, incitement to violence and violence against, persons based on religion or belief 117. Reference is made to the report of the High Commissioner on the implementation of the action plan outlined in Council resolution 31/26 (A/HRC/34/35) (see para. 49 above). 10. Technical assistance and capacity-building Enhancement of technical cooperation and capacity-building in the field of human rights 118. Pursuant to its resolution 33/28, the Chair of the Board of Trustees of the United Nations Voluntary Fund for Technical Cooperation in the Field of Human Rights will present a comprehensive report on the Board's work to the Human Rights Council at its thirty-fourth session (A/HRC/34/74). 119. In the President's statement 31/1, the Human Rights Council approved the request of the Haitian authorities for a one-year extension of the mandate of the Independent Expert on the situation of human rights in Haiti, and invited the Independent Expert to report on the situation of human rights in Haiti, as well as to undertake a mission to Haiti and to report thereon to the Council, at its thirty-fourth session.
