Mr. Lars-HjalmarWide, OF THE OFFICE OF THE PRESIDENTOF THE GENERAL ASSEMBLY Proceduresfor the appointment of inspectorsof the Joint Inspection Unit Note by the Presidentof the General Assembly(4/60/659) Mondav. 6 March 2006 Mr. Chairman, I have the honour to introduce, on behalf of the Presidentof the General Assembly, the note by the President contained in rdocument A1601659 entitled "Procedures the appointment inspectors the Joint for of of Inspection Unit." This note has been preparedin pursuance paragraph9 of General of Assembly resolution 591267 23 December2004, entrtled"Reports of the of Joint Inspection Unit" in which the Assembly invited the Presidentof the General Assembly to review the proceduresfollowed by the Assembly for the appointmentof inspectors, with a view to enhancing efficiency of the the application of article 3, paragraph2, of the statute,bearing in mind the procedures followed for the selectionof membersof other expertbodies,and to report to the Assembly at the first part of its resumedsixtieth sessionfor its decision,as appropriate. The Presidentof the GeneralAssembly has reviewedthe procedures followed to date in connectionwith the appointmentof inspectorsof the Unit. With a view to enhancing efficiency of the existingprocedures, the the President, in responseto the request made to him in paragraph g of resolution591267 proposes, his nota,d simplifiedprocess the selection in for and appointmentof inspectors the Unit, similar to thosefollowed bv other of intergovernmental expertbodies. At present, the implementation of the provisions of article 3, paragraphs1 and 2, is a two-step processthat begins two years prior to inspectors taking up their mandate. In the first year, the Presidentof the General Assembly draws up a list of countriesthat would be requestedto proposecandidates.Consultations envisaged paragraph of article 3 take in 2 placethe following year. The simplified proposalof the President would be as follows: (a) In January, the President of the General Assembly would inform the Chairmen of the regional groups of the posts of inspectorsbecomingvacant at the end of the year, and invites Member Statesof the relevantregionsto submit the names of countriesand their proposedcandidates the vacantposts. for (b) In March, after consultationwith membersof their respective groups, the Chairmen of the regional groups would simultaneously submit to the President of the General Assembly, the names of the countries and the names of the candidates fill the posts. to From April to July, the President would proceed with the consultationprocessoutlined in article 3, paragraph2 of the Statute and the relevant resolutions of the Assembly, in particular paragraph8 of resoluti 591267 and would review on , the qualificationsof the proposedcandidates ensurethat they to meet the necessary requirements. From August to September, after completingthe consultations, the President would submit the names of all qualified candidates the Assemblyfor Appointment. to (c) (d) It shouldbe noted that the President, through his consultations, would not determine the number of candidatesto be submitted to the General Assembly for appointment, would submit a list containingall the names but of candidates deemedqualified throughthe consultation process, even if the numberof candidates exceeded numberof vacantpoststo be filled. the The Assembly would then proceed to the appointmentprocess, in accordance with the relevant rules of procedureof the GeneralAssembly, based on the list of candidatessubmitted by the Presidentthrough his consultations.
