This Act may be cited as the ``Justice for Victims

SEC. 2. PROHIBITION ON LIFTING OF SANCTIONS ON IRAN PENDING MENTS. PAYMENT OF CERTAIN JUDG-

(a) IN GENERAL.--The President may not waive,

10 suspend, reduce, provide relief from, or otherwise limit the

2 1 application of statutory sanctions with respect to Iran 2 under any provision of law, or refrain from applying any 3 such sanctions pursuant to an agreement described in sec4 tion 135(a) of the Atomic Energy Act of 1954 (42 U.S.C. 5 2160e(a)), until the President has certified to the Con6 gress that the Government of Iran has paid each judgment 7 against Iran (whether or not the judgment was also en8 tered against another defendant) that is described in sub9 section (b). 10 (b) JUDGMENTS.--A judgment is a judgment de-

(1) that was brought against Iran, or Iran and any other country; (2) for which Iran was not immune from the jurisdiction of the courts of the United States under section 1605A, or section 1605(a)(7) (as such section was in effect on January 27, 2008), of title 28, United States Code; and (3) that was entered during the period beginning on March 4, 2000, and ending on May 22, 2015.
