Javad Zarif Annex to the letter dated 3 August 2006 from the Permanent Representative of the Islamic Republic of Iran to the United Nations addressed to the Secretary-General Note verbale 16 May 2006 The Ministry of Foreign Affairs of the Islamic Republic of Iran presents its compliments to the Embassy of Switzerland (the Interest Section of the United States of America) in Tehran, and has the honour to state the following: Covert contacts between terrorist-secessionist Kurdish groups hostile to the Islamic Republic of Iran and American troops in Iraq are on the rise. On 3 April 2006, a number of American troops entered the camps of the Koumalah group, in northern Iraq, with a view to visiting and evaluating its military and training capacity. During their presence in those camps, they also held meetings with the heads of the said group on the ways to strengthen and assist them. The Government of the Islamic Republic of Iran, while strongly protesting against the support of the Government of the United States of America for the terrorist-secessionist groups hostile to the Islamic Republic of Iran in Iraq, strongly condemns the double standard approach of the United States of America in dealing with terrorists in that country, emphasizes the imperative to fully respect international obligations, as well as the sovereignty and territorial integrity of States and demands that the United State Government prevent the reoccurring of such illegal acts.
