General Assembly Security Council Sixtieth session Sixty-first year Agenda items 14 and 108 The situation in the Middle East Measures to eliminate international terrorism Identical letters dated 3 February 2006 from the Permanent Representative of Israel to the United Nations addressed to the Secretary-General and the President of the Security Council I am writing to inform you of yet another regrettable terrorist attack perpetrated against Israel. This afternoon, members of the Hizbollah terrorist organization once again fired a barrage of rocket and mortar shells at four Har Dov military posts in northern Israel, injuring one soldier. The perpetrators’ pretext for the terrorist attack was, this time, “retaliation” for a separate incident two days ago. The unfortunate prior incident, which is still under United Nations investigation, by no means justifies the aggression that was witnessed in the area this afternoon. Today’s attack underscores a consequence resulting from the situation on the ground, namely when a terrorist organization controls an area of a sovereign Government. Hizbollah’s continued control over southern Lebanon is in direct contradiction to Security Council resolutions 425 (1978) and 1559 (2004), which represent the will of the international community. Israel once again calls on the international community to condemn the continuation of terrorist attacks emanating from Lebanese territory and to ensure that the Government of Lebanon fulfils its obligations, as determined by the United Nations, to take immediate steps to prevent further terrorist attacks emanating from Lebanon and to employ full jurisdiction of its territory up to the blue line. I would be grateful if you would arrange to have the present letter circulated as a document of the sixtieth session of the General Assembly, under agenda items 14 and 108, and of the Security Council.
