My delegation would like to thank Mr. Rajat Saha, Chairman of the ACABQ, for his introduction of the report of the Advisory Committee. Mr. Chairman, My delegation welcomes the report of the Secretary-Generaltitled "Investing in the United Nations: for a strongerOrganizationworldwide" issuedin responseto the requestcontained in the Outcome Document (RES/A/60/1). His report lays out his vision on a wide range of reform issues related to human resource management, leadership, information and communicationtechnology,delivering services,budget and finance, governance, well as as the way forward. efficient, These proposals aim at reforming the Organization toward a more the effective and accountable one, and we share the objectives of Secretary-Generaldescribed in his report. The Government of Japan will give a serious thought to those proposedreform measurestherein. Mr. Chairman, My delegation, in principle, supports the way the report of the Advisory Committee sorts out the proposals before us, providing with useful information for our deliberations on the report of the Secretary-Generalin the General Assembly. As the report of the Advisory Committee rightly points out, there are severalproposals of the Secretary-General,such as systematic analysis of new ways of delivering services and strengthening procurement, which should be implemented without delay within the authority already vested in him. / a \ My delegationurges the Secretary-General exercisehis leadershipon those issues,and to we will strongly support his efforts in this regard. My delegationwill closely study those proposals which require considerations in the Fifth Committee together with additional information and analysis of the Secretary-General to be provided to us by May. My delegation notes that we will receive in September a comprehensivereport on human resource management. With regard to the proposals related to governance, we find the recorlmendation of the ACABQ sensible. It would be appropriate for the plenary, not the Fifth Committee, to discusson how to deal with those matters,as the General-Assemblyis the competentbody to deal with thosegovernanceissues. Mr. Chairman, It is the firm view of my delegation that the Fifth Committee, taking into account the guidance of the Advisory Committee as well as the request by the President of the General Assembly, should come to a quick conclusion on the way to deal with the report of the Secretary-Generalrequestedlast Septemberby the world leaders. We should prepare for upcoming substantive discussions after May, and my delegation will work with all parties in good faith and in a constructive manner. I thank you, Mr. Chairman.
