Lang. \* MERGEFORMAT ENGLISH HUMAN RIGHTS COUNCIL Fourth session Agenda item 2 IMPLEMENTATION OF GENERAL ASSEMBLY RESOLUTION 60/251 OF 15 MARCH 2006 ENTITLED “HUMAN RIGHTS COUNCIL” Algeria (on behalf of the African Group): draft resolution 4/… Follow-up to decision S-4/101 of 13 December 2006 adopted by the Human Rights Council at its fourth special session entitled “Situation of human rights in Darfur” The Human Rights Council, Recalling its decision S-4/101, adopted by consensus, establishing a High-Level Mission to assess the human rights situation in Darfur and requesting the High-Level Mission to report to the Council at its fourth session, Recalling that the Government of the Sudan welcomed this decision, 1. Reiterates its welcome for the Darfur Peace Agreement (DPA) signed in Abuja in May 2006 as well as the measures already taken towards its implementation, and calls on all parties that have not yet done so to sign the Darfur Peace Agreement in compliance with United Nations resolutions; 2. Welcomes the readiness of the Sudan to improve the human rights situation in Darfur; 3. Takes note with regret of the impediments that affected the High-Level Mission to assess the human rights situation in Darfur in a comprehensive manner; 4. Takes note of the report of the High-Level Mission (A/HRC/4/80); 5. Expresses its deep concern regarding the seriousness of the ongoing violations of human rights and international humanitarian law in Darfur, including attacks and widespread violence on civilian populations and humanitarian workers, as well as the lack of accountability of perpetrators of such crimes; 6. Calls upon all parties to put an end to all acts of violence against civilians, with special focus on vulnerable groups, including women, children and internally displaced persons, as well as humanitarian workers; 7. Decides to convene a review panel with the participation of the Chairman of the Reporting Committee for the Darfur-Darfur Dialogue and Consultation (DDDC), of the Special Rapporteur on the situation of human rights in the Sudan and of such thematic mandate holders as may be designated by the High Commissioner for Human Rights; 8. Requests this panel to review with the Government of the Sudan and the African Union the decisions and recommendations adopted by the former Commission on Human Rights as well as by the Human Rights Council and by other relevant United Nations human rights bodies and institutions, to ensure their consistency and their current relevance or need to be updated and to recommend to the Council a workable package of measures following therefrom, and resorting, if need be, to a phased approach; 9. Calls upon the Government of the Sudan to fully cooperate with the panel; 10. Requests the panel to present its final report to the Council at its sixth session and to present a progress report at its fifth session; 11.
