Annex to the identical letters dated 12 September 2006 from the Chargé d’affaires a.i. of the Permanent Mission of Lebanon to the United Nations addressed to the Secretary-General and the President of the Security Council Subject: Israeli violations and acts of aggression against Lebanon from 0800 hours on 11 September 2006 to 0800 hours on 12 September 2006 Air violations There were three air violations by enemy Israeli reconnaissance aircraft reported: At 1158 hours, a reconnaissance aircraft violated Lebanese airspace over the sea off Tyre and circled over the South, leaving Lebanese airspace at 1525 hours over Bent Jbail. At 1502 hours, a reconnaissance aircraft violated Lebanese airspace over the sea off Tyre and circled over the South, leaving Lebanese airspace at 1730 hours over Rmaich. Between 1800 hours and 2230 hours, a reconnaissance aircraft overflew the areas of Tyre and Al-Nabatiye. Land violations Between 0900 hours and 1600 hours, a Poclain excavator belonging to the enemy Israeli forces and about six workers dug a ditch and installed a barbed-wire strip inside Lebanese territory (at a distance of about 10 metres from the border) approximately 1.5 km long from Metulla gate (al-Marj) east towards Hamamis hill. They were accompanied by a patrol of said forces consisting of two Hummer vehicles inside occupied Palestinian territory and an M-113 armoured personnel carrier inside Lebanese territory. Between 1400 hours and 1800 hours, in the `Arid al-Namal area inside Lebanese territory between the towns of Houla and Meis al-Jabal opposite the AlManara outpost, two bulldozers belonging to the Israeli enemy cleared about 15 dunums of forested land. They also bulldozed an outpost formerly used by the resistance. Between 1800 hours and 1900 hours, two Poclain excavators and a bulldozer belonging to the enemy Israeli forces bulldozed the resistance’s former Ghajar outpost inside Lebanese territory at a distance of about 20 metres from the newly installed barbed wire strip around the town of Ghajar. At 1830 hours, an enemy Israeli patrol consisting of three Hummer vehicles and about 20 infantry was seen next to the barbed wire strip between the Radar and Birkat al-Naqqar outposts inside the occupied Shab`a farmlands. The infantry soldiers crossed the Blue Line in the direction of the old Shahal outpost inside liberated Lebanese territory and then left at 1935 hours in the direction of the aforementioned farmlands. In the wake of the Israeli enemy’s use of cluster bombs against residential areas during its attacks on Lebanon, many of these bombs have been reported to have exploded, resulting in injury to three persons during the period in question: At 1300 hours, on the outskirts of the town of Al-Bazouriye, while a Palestinian, Ali Numayri, and a Syrian, Muhammad al-Fa`ur, were herding livestock, a cluster bomb exploded, resulting in multiple injuries to both (their condition is not serious), and the loss of several head of livestock.
