Statement of Libya on the Report of the Special Rapporteur John Dugard on the situation of human rights in the Occupied Palestinian territory September 29, 2006 Original Source: http://webcast.un.org/ramgen/conferences/hrc2006/two/hrc060929pm-eng.rm?start=01:33:45&end=01:35:16 My delegation would like to join statements made by the African Group, the Arab Group and the Organization of the Islamic Conference. Regarding the report on the situation of Human Rights in the Occupied Palestinian Territories—at the outset, we must commend Mr Dugard for his report that is characterized by objectivity and credibility. We would like, here, to make the following remarks: 1. the delegation of my country strongly condemns the Israeli decision not to allow a fact-finding mission to visit Palestine pursuant to the resolution adopted by the Council in its first special session. Furthermore, we call on the international community to discharge its responsibilities regarding the tragic conditions prevailing in Palestine and to put pressure on Israel to abide by its obligations and comply with international resolutions and to offer protection to the Palestinian people. The delegation of my country also calls upon the Quartet to adopt a position based on the need to offer protection for the human rights of the Palestinian people.
