A/CN.10/2006/CRP.2 13April 2006 NAM's view on the improving of the methodsof work of the IJNDC 1. The NAM is of the view that multilateral disarrnament machineryneedsto be strengthened and revitalized. Multilateral forums, such as the IJNDC, need to be improved and utilized more effectively to implement the Programme Action containedin the Final Documentof the SSOD-I of and to strengthenthe role of the United Nations in the field of disarmament. The NAM has been contributingpositively to advancethis objective within the tlN GeneralAssembly framework and in particularwithin ttre contextof the First Committee. 2. The NAM emphasizesthat improving the methods of work of the IINDC should be undertaken within the overall processof the revitalization of the GeneralAssembly in accordaace with, paticularly, resolutions 58/126 19December of 2003,58/316 28 June2004,and 59/313 of of 12 September 2005. 3. The NAM reaffirms the importanceof the UNDC as a subsidiary organ of the General Assemblyand as a deliberativebody to considerand make recommendations various problems on in the field of disarmamentto the GeneralAssembly.The NAM would like to further reaffirm that the General Assembly has been and should continue to remain the principal organ of the United Nationsin the field of disarmament in the implementationof disarmament and measures. 4. The NAM believes that provisions containedin Decision 52/492, adoptedby the General Assemblyon 8 September1998to enhance efficient fi:nctioning of the UNDC, remainrelevant. the We are of the vieq among others, that (i) the substantiveagendaof the Commission should comprisetwo agendaitems per year fiom the whole rangeof disarmament issues,includiag one on nucleardisarmament;(ii) the annualsubstantive sessions the Commissionshould last for tfuee of weeksand (iii) the substantiveagenda itemsshouldbe considered threeyears. for 5. The NAM underscores importanceof the Commission functioning under the rules of the procedure of the General Assembly with such modifications as the Commission may deem necessary, make every effort to ensure and that, in so far aspossible,decisionson substantive issues be adopted consensus. by 6. The NAM believes that the main difficulties confronting the UNDC are not attributable primarily to the ineffectivenessof its methodsof work, but to the stalemate variousdisarmament in forumsresulting from the lack of political will of someMember Statesto move forward on matters relatedto nuclear disarmament. How to mobilize the political will is and should be a more urgent as challenge well aspriority for us all.
