I would like to thank the Special Committee to InvestigateIsraeli Practices Affecting the Human Rights of the PalestinianPeople and Other Arabs of the Occupied Territories for the report (document A1611500) tabled before this Cornmittee.A specialword of thanks also goes to the Chairmanof the Special Cornmitteefor his able leadership, H.E. Mr. Prasad Kariyawasam, Ambassador and Permanent Representative Sri Lanka. of Mr. Chairman, The SpecialCommitteeto Investigate Israeli Practices Affecting the Human Rights of the Palestinian Peopleand otherArabs of the Occupied Territories that derive its mandate from the General Assembly resolution 2443 (XXIII) representsan important component the work of the United Nations.It is thereforeof utmost of importancethat the Committeeis given the supportthat it requires carry out its to work unhindered,effectively and without fear or favor. The cooperationof all Member Statesis crucialin this resard. Mr. Chairrnan, It is regrettablethat Members of the Committee were not given permissionto undertakefield visits to the OccupiedPalestinian Territory.Reportingon the basis of first hand information is always the best way. I hope that Members of the Committeewill be allowedto visit the OccupiedTerritories the future.I hopethat in the field trips to Egypt, Jordanand Syria will be undertaken the courseof this in rnonth as scheduled. We look forward to receivingan updatedreport that will be submittedto the General Assemblyin early 2007. Mr. Chairman, The situation in the OccupiedTerritories constitutes humanitarian a disasterand human rights crisis.The most fundamental humanright, the right to life, is violated on a daily basis.This situationshouldnot be allowedto continue.It is importantto realizethat the will of the Palestinian Peopleto self-determination cannotbe killed. No amount of killing, detentionand torture will kill the yearningfor freedom and self-determination. every Palestinianleaderwho is killed there are thousands For otherswho are prepared carry on the task. to lt is equally importantto recognizethat the destructionof the state of Israel is neither feasiblenor desirable. kill the will of the Palestinian To People to selfdetermination and to wish the destruction of the state of Israel are missions

impossible.The destructionof life and propertiesthat goes on in the Occupied Territoriescannotbe justified. The only sustainable solutionto the situationis the peacefulco-existence the Stateof Palestine of with the Stateof lsrael.We call upon Membersof the Quartetto implement roadmap to achieve the lastingpeace.
