General Assembly Tenth emergency special session Agenda item 5 Illegal Israeli actions in Occupied East Jerusalem and the rest of the Occupied Palestinian Territory Security Council Sixty-first year Identical letters dated 12 October 2006 from the Permanent Observer of Palestine to the United Nations addressed to the Secretary-General and the President of the Security Council Israel, the occupying Power, has continued with its military campaign in the Occupied Palestinian Territory, including East Jerusalem, intensifying its ferocious attacks and aggression against Palestinian towns, villages and refugee camps, resulting in the further deterioration of the situation on the ground. In this regard, since our last letter to you dated 4 October 2006, at least 16 Palestinians have been killed, including four children, and many have been injured. Today, during the early hours of the morning (Palestine time), Israeli occupying forces, backed by tanks and helicopter gunships, carried out an incursion into the village of Abassan in the Gaza Strip. During the incursion, Israeli occupying forces killed five Palestinians, all from the same family, including a father and his 13-year-old son. An additional 13 people were injured, three of them seriously and, as I draft this letter to you, the military operation is still taking place. Also today, an Israeli warplane fired missiles at a home in the Al-Shuja’ieh neighbourhood in the eastern part of Gaza, killing two more Palestinians, including an eight-year-old girl. In addition to the crimes committed today, Israeli F-16 warplanes yesterday destroyed the home of a member of the Palestinian Legislative Council, Ms. Mariam Farahat, and bombarded another home in the densely populated Jabaliya refugee camp, also in the Gaza Strip. These crimes have been committed in utter contempt of the civilian population, and in continuation of Israel’s three-and-a-half month-old military campaign in Gaza. Through such barbaric attacks and military siege, Israel, the occupying Power, has turned the Gaza Strip into a large prison for the entire Palestinian civilian population, making their lives intolerable. This letter is in follow-up to our previous 265 letters to you regarding the ongoing crisis in the Occupied Palestinian Territory, including East Jerusalem, since 28 September 2000. These letters, dated from 29 September 2000 (A/55/432-S/2000/921) to 4 October 2006 (A/ES-10/358-S/2006/788) constitute a basic record of the crimes committed by Israel, the occupying Power, against the Palestinian people since September 2000. For all of these war crimes, State terrorism and systematic human rights violations committed against the Palestinian people, Israel, the occupying Power, must be held accountable and the perpetrators must be brought to justice. Accordingly, in follow-up to the above-mentioned letters, it is my profound regret to inform you that, since our last letter to you, at least 16 more Palestinians have been killed by the Israeli occupying forces, raising the total number of martyrs killed since September 2000 to 4,258. The names of the martyrs that have been identified are listed in the annex to the present letter. I should be grateful if you would arrange to have the present letter and its annex distributed as an official document of the tenth emergency special session of the General Assembly, under agenda item 5, and of the Security Council.
