(a) (ii), non-governmental organizations not in consultative status with the Economic and Social Council but accredited to participate in the 2001 Durban World Conference Against Racism, Racial Discrimination, Xenophobia and Related Intolerance shall be invited to participate fully at the sessions of the Preparatory Committee, unless there are observations made by Member States within 14 days from the date they receive the note verbale with the list of these non-governmental organizations. The standard process established in Council resolution 1996/31 will be applied. Observations were made by the government of India seeking basic information with regard to the thirty three organizations below. The said organizations, having failed to provide required information demonstrating their compliance with Economic and Social Council Resolution 1996/31, the Preparatory Committee decides not to invite the organizations concerned to participate in the first substantive session of the Preparatory Committee for the Durban Review Conference. Draft decision proposed by the Chairperson Modalities of the Durban Review Conference Recalling its decision PC.1/3 of 29 August 2007 according to which the Durban Review Conference should take place during the first half of 2009, the Preparatory Committee further decides that the duration of the Conference shall be between three to five working days. Recalling its decision PC.1/6 (b) of 29 August 2007 on the issue of the venue of the Durban Review Conference, the Preparatory Committee decides that, in case no formal proposal for hosting the Conference is received by the end of its first substantive session, the venue of the Durban Review Conference will be Geneva or New York. Recalling its decision PC.1/9 of 30 August 2007 in which it recommended for the Durban Review Conference the provisional rules of procedure and referring in particular to its rules 4, 10 and 12 according to which the Review Conference will have the Credentials Committee, the Main Committee and the Drafting Committee (with the Main Committee and the Drafting Committee constituting the General Committee), the Preparatory Committee further decides that the finalization of the draft outcome document of the Durban Review Conference, as may be needed, shall be entrusted to the Drafting Committee and the Main Committee which will be working in parallel to the plenary of the Conference. * The present document contains the draft decision submitted by the Bureau of the Preparatory Committee of the Durban Review Conference and proposals by the Chairperson. The objective is to facilitate the deliberations of the Preparatory Committee during its first substantive session.   2
